Modi distributed 65 lakh new property cards
'Government is busy in bringing Gram Swaraj to the ground.

Prime Minister Narendra Modi Prime Minister Narendra Modi on Saturday distributed more than 65 lakh property cards under the Swamitva scheme to property owners of more than 50,000 villages in more than 230 districts of 10 states and two union territories through video conferencing and said that His government is seriously engaged in implementing the concept of 'Gram Swaraj' on the ground.
The Prime Minister said that this scheme is meeting the challenges of documentation of such immovable properties in rural areas in the country. Modi, while addressing people across the country at the event, mentioned an estimate that once property cards are issued in all villages, it will unlock economic activities worth more than Rs 100 lakh crore. The Prime Minister stressed on adequate capital infusion into the country's economy. Our government is seriously working to implement Gram Swaraj on the ground, Modi said, and highlighted that the ownership scheme has significantly improved village development planning and execution.
Modi described the program as historic for India's villages and rural areas and wished its beneficiaries and citizens all the best. The Swamitva scheme was launched five years ago to ensure that people living in rural areas get their property cards. He said, “In the last five years, ownership cards were issued to more than 1.5 crore people and with today’s programme, about 2.25 crore people have now received legal documents for their homes.
Different states refer to the property ownership certificate by different names, such as gharoni, rights record, property card, property card and residential land patta. Referring to his previous interactions with the beneficiaries of the Swamvaat Yojana, who told how the scheme has changed their lives. He pointed out that after receiving legal documents, lakhs of people took loans from banks based on their assets, started small businesses in their villages.
The event was attended by Governors of several states, Lieutenant Governors of Jammu and Kashmir and Ladakh, Chief Ministers of Odisha, Chhattisgarh, Madhya Pradesh, Rajasthan, Uttar Pradesh, Maharashtra and Gujarat, Union Panchayati Raj Minister and Fisheries, Animal Husbandry and Dairying Minister Rajiv Ranjan Singh and Many other dignitaries joined the event through video conferencing.
The Prime Minister said that amidst natural disasters like floods, climate change etc., another important challenge facing the world is the lack of property rights and legal property documents. He cited a United Nations study which showed that many people in different countries do not have proper legal documents for their property. The United Nations emphasizes that people must have property rights to reduce poverty.
Mr Modi quoted an economic expert who has written a book on the challenge of property rights, who said the small amount of property owned by villagers is often 'dead capital'. He said this means the property cannot be used for transactions and does not help in increasing the family income. He said that India is not untouched by the global challenge of property rights. Despite having property worth millions, villagers often lack legal documents, leading to disputes and even illegal occupation by powerful individuals.
He said that without legal documents, banks also maintain distance from such properties. The Prime Minister stressed that no sensitive government can leave its villagers in such distress. He said that the benefits of this scheme are now visible.
The Prime Minister said, there are more than six lakh villages in India, of which drone survey has been completed in almost half. He also said that many of the beneficiaries are small and medium farmer families, for whom these property cards have become an important guarantee of economic security. The Prime Minister said Dalit, backward and tribal families were most affected by illegal encroachments and lengthy court disputes. He said that with legal certification, they will now be free from this crisis.
Shri Modi said that with clear maps and information about populated areas, planning of development work would be accurate, thereby eliminating wastage and hindrances caused by poor planning. Resolve disputes related to land ownership, such as identifying panchayat lands and grazing areas, thereby empowering gram panchayats economically. He said the property cards will enhance disaster management in villages, making it easier to claim compensation during incidents like fire, floods and landslides.
