More than 30 lakh enumerators, supervisors and officers will be involved in population census 2027.
New Delhi, 5 March 2026: Union Home Minister and Cooperation Minister Amit Shah, in New Delhi, formally unveiled four digital tools and mascots of “Pragati” (female) and “Vikas” (male) for Population Census 2027. Center for Development of Advanced Computing (C-DAC) has developed advanced digital platforms to ease population census operations across the country. On this occasion, many senior officials including the Union Home Secretary and Registrar General and Population Census Commissioner of India were present.
The Central Government issued the Population Census 2027 Notification in the Gazette on June 16, 2025, marking the formal start of the Population Census 2027 process. The two-phase Population Census 2027 is the world’s largest population census exercise. For the first time, the population census will be conducted digitally and for the first time, the option of self-counting is also being made available.
The census 2027 mascots, “Pragati” (female enumerator) and “Vikas” (male enumerator), have been introduced as friendly and social symbols. “Progress” and “Development” also symbolize equal participation of men and women in fulfilling the resolve of making India a developed nation by 2047. Through this mascot, information, objectives and key messages related to Population Census 2027 will be effectively and easily conveyed to different sections of the society.
The year 2027 will be India’s first population census conducted through digital tools. There are four digital platforms soft-launched by Union Home and Cooperation Minister Amit Shah.
House Listing Block Creator (HLBC) Web Application: This web-map application enables charge officers to create house list blocks technically using satellite imagery, ensuring standardized geographical coverage across the country.
HLO Mobile App: This is a secure offline mobile application through which enumerators can collect and upload house list data. Only enumerators registered on the CMMS portal can use it. This application facilitates data transmission from the field directly to the server, eliminating traditional paperwork. It is available on Android and iOS platforms and can operate in 16 languages.
Self-Enumeration (SE) Portal: For the first time, self-counting option is being made available. This is a secure web-based facility through which eligible respondents can enter their information online prior to the door-to-door survey. Upon successful registration, a unique Self Enumeration ID (SE ID) will be issued. This Self Enumeration ID (SE ID) will be shared with the enumerator, allowing them to verify the information entered.
Population Census Management and Monitoring System (CMMS) Portal: It is a centralized web-based digital platform for planning, managing, implementing and monitoring population census related activities. State, district and taluka level officials will be able to monitor the progress and work status in real time through an integrated dashboard.
