‘Mule accounts’ will be identified using AI and will be closed before they can operate Gujarati
New Delhi: A meeting of the Parliamentary Advisory Committee for the Home Ministry on the subject of ‘Cyber Security and Cyber Crime’ was held in New Delhi under the chairmanship of Union Home Minister and Cooperation Minister Amit Shah. During the meeting, the committee discussed various issues related to ‘cyber security and cyber crime’.
Addressing this meeting, Union Home Minister Amit Shah had said that digital infrastructure facilities have expanded in India in recent years. Due to which the number of cyber attacks has naturally increased. When we look at cyber space from a different perspective, it constitutes a complex network of ‘software’, ‘services’ and ‘intermediaries’. He stressed that, unless we think of controlling cyber fraud through ‘software’, ‘services’ and ‘service providers’, it is impossible to solve the problems of cyber space. Under the leadership of Prime Minister Narendra Modi, the Home Ministry has taken some important steps towards making India a cyber-secure nation.
Amit Shah had said that cyber crime has crossed all geographical boundaries. He said that it is a ‘borderless’ and ‘formless’ crime. Because it has no limit or fixed form. He had mentioned that, in the last decade, India has witnessed a ‘digital revolution’. Without understanding the size and scope of the ‘Digital Revolution’, we cannot face the challenges in the cyber domain.
The Union Home Minister had said that today 95 percent of the villages in the country are digitally connected and one lakh village panchayats are equipped with Wi-Fi hotspots. The number of Internet users has increased 4.5 times in the last ten years. He had mentioned that in the year 2024, a total of 246 trillion transactions worth Rs 17.221 lakh crore were done through UPI. In the year 2024, 48 percent of global digital transactions took place in India. He also said that India has become the third largest country in the world in terms of startup ecosystem. In the year 2023, the contribution of digital economy to the gross domestic product (GDP) is about ₹ 32 lakh crore or 12 percent and about 15 million jobs were created.
Amit Shah had said that, at present, India has become the third largest country in the world in terms of digital landscape. Total 20 percent of India’s economy is contributed by digital economy. The aim of the Home Ministry is to ensure that not a single FIR is filed in connection with cyber crime. The Union Home Minister said that to combat cyber crime, we have adopted four types of strategies, which include convergence, coordination, communication and capacity. All these are being implemented with clear objectives and strategic approach. He mentioned that, inter-ministerial and inter-departmental coordination within the Home Ministry has been strengthened, which ensures continuous communication and smooth flow of information.
Amit Shah had said that due to the healthy tradition of exchange of information between departments like Home Ministry, Electronics and IT Ministry, CERT-In, I4C and Telecom and Banking, many cases of cyber crime have been successfully tackled. The Union Home Minister had stressed the importance of creating awareness among the people to prevent cyber crime and requested all the members of the committee to promote the helpline number 1930 of I4C. He said that keeping in mind the cyber financial fraud, ‘1930’ helpline is a one-point solution providing various services like blocking of cards.
Amit Shah had said that, in coordination with the Reserve Bank and all the banks, efforts are underway to use Artificial Intelligence to identify Mule accounts, so that a system can be established to investigate them. He said that we will ensure closure of the Mule account even before it becomes operational. The Union Home Minister had said that the government has also assured that people should be made aware of Prime Minister Narendra Modi’s mantra ‘Stop-Think-Take Action’ to show more vigilance against cyber crimes.
The Union Home Minister had said that a total of 1 lakh 43 thousand FIRs have been registered on the I4C portal and more than 19 crore people have used this portal. He mentioned that, based on the recommendations of I4C, 805 apps and 3,266 website links have been blocked due to national security reasons. Apart from this, 399 banks and financial intermediaries have come on board. More than 6 lakh suspicious data points have been shared. More than 19 lakh Mule accounts have been seized, and suspicious transactions worth ₹2,038 crore have been stopped.
Amit Shah had said that cyber crime forensic training laboratories have been established in 33 states and union territories. 101,561 police officers have registered on “Massive Open Online Course (MOOC)” platform on ‘Cytrain’ platform and more than 78,000 certificates have been issued. The committee members gave their suggestions on issues related to ‘cyber security and cyber crime’ and praised the important steps taken by the government to enhance cyber security.
