No-confidence motion against Lok Sabha Speaker Om Birla fell by voice vote, Amit Shah targeted Congress and Rahul Gandhi
New Delhi, March 11. The no-confidence motion moved by the Congress-led opposition against Lok Sabha Speaker Om Birla was defeated by voice vote on Wednesday evening. After a discussion that lasted for about 10 hours in the Lok Sabha, Home Minister Amit Shah replied and after this the proposal was defeated by voice vote. Shah described the no-confidence motion against the Speaker as regrettable for the country and parliamentary democracy and also responded to the issues and allegations raised by the opposition members during the discussion.

No-confidence motion against the Speaker is regrettable for parliamentary democracy
Amit Shah said, ‘I want to clarify everything due to which authority the Speaker has brought the no-confidence motion here. The right to decide what should be the overall conduct of a member has been given to the bench in Rule 349, it has been given to the Chair. The Speaker has been given the right to decide on language, decorum and relevance while speaking.
Shah said that while I am speaking on the no-confidence motion of the Speaker, I cannot say that Maoism is on the verge of extinction in the country. This is not relevant. There are some rules and traditions for how much to speak.
‘Congress got six times the time than BJP., we were treated unfairly‘
He said, ‘In the 17th Lok Sabha, Congress was given 157 hours and 55 minutes while it had 52 members. In comparison, BJP was given 349 hours and eight minutes while our member strength was 303. If we look at pro rata, the Speaker has given six times more time to the Congress party than the BJP. In other words, BJP had six times more members, but injustice has been done to us.

Referring to the 18th Lok Sabha, Shah said, ‘Till yesterday (March 10), Congress had spoken for 71 hours, while they have 99 members. BJP has got 122 hours whereas we have 239 members. Even in the 18th Lok Sabha, Congress has got double the time than BJP.
He said, ‘The leader of the opposition says that he is not allowed to speak, they suppress the voice of the leader of the opposition. I want to ask him that Congress spoke for 157 hours and 55 minutes, who will speak, will this speaker decide? This is for you to decide. When the opportunity comes to speak, they are England, Germany and then they complain.
‘If the opposition wants to speak, they don’t know how to speak according to the rules’
The Home Minister also counted the figures of Rahul Gandhi’s presence in the House and said that the opposition leader’s party has brought a no-confidence motion against the Speaker, but he did not speak on that either. When the opposition leader does not want to speak, who can call? Shah said, ‘Opposition leaders do not want to speak, if they want to speak then they do not know how to speak according to the rules. On behalf of Venugopal it was said that the leader of the opposition was interrupted so many times. If you say the same thing even after the speaker interrupts, why will it not be interrupted?

Amit Shah said, ‘Rajnath Singh said that the book is unpublished. Can’t quote the magazine. The image in that magazine is of his own party. No one can be allowed to quote him. He said how can the speech of any speaker be decided by any other member of Parliament. When I can’t say, they can’t say either.
Shah said that he was disturbed during the speech on SIR. Standing up, he said first say this, then he got the idea to have a debate on my press conference. This is Lok Sabha. There is no debate on anyone’s press conference here. Om Birla has done a favor to the House by not allowing it to fall.
No one is allowed to break the rules and speak
Counting the figures, he said that in the 17th Lok Sabha, 40 percent time was given to the opposition. The opposition’s participation during Zero Hour was 55 percent. They say that we are not allowed to speak. The right to speak as to whom lies with the leader of that party. If you don’t want to speak yourself then who can call? Could speak on no-confidence motion. No one is allowed to speak breaking the rules. He said that there was talk of switching off the mike. Giriraj Singh was speaking at the time of Pappu Yadav’s speech. Even though he is a minister, his mike did not turn on. The mike of anyone who speaks against the rules should be switched off.

Amit Shah said that it was decided in the BAC that his proposal would be discussed on the 9th. They were not even ready to discuss their proposal, this shows their seriousness. He said that more than 80 percent of the speeches are not on the conduct of the speaker, but to oppose the government. There are many sections to oppose the government, for this you are questioning the dignity of the Speaker.
Congress party has no right to protest
Shah said, ‘They were saying yesterday also that the Deputy Speaker was not appointed. Congress had appointed its own deputy speaker. They say that we have rights over the Deputy Speaker. Congress party has no right to protest. At least we have kept it free for you, you haven’t even kept it free.
