Lok Sabha Speaker Om Birla has decided not to attend the House till the no-confidence motion moved by the opposition is decided. According to sources, he will not participate in the proceedings of the Lok Sabha until the motion to remove him is discussed and decided in the House. Although there is no such requirement under parliamentary rules, Om Birla has decided to stay away from the House. The government or opposition parties may try to persuade him, but he has made his decision clear that he will not be present in the House.

According to media reports, the Opposition’s proposal to remove the Speaker of the Lok Sabha is likely to be discussed on March 9, the first day of the second part of the budget session. This process requires at least 50 MPs to stand and express their support. Only then can the presiding officer formally discuss the proposal. According to highly placed sources, a no-confidence motion against Om Birla may be discussed in the Lok Sabha on the same day if it gets the necessary support.

Congress accuses Om Birla of partiality

Congress party has submitted a notice of no confidence motion against Lok Sabha Speaker Om Birla. This notice has been given to the Secretary General of the Upper House. The notice alleged that Lok Sabha Speaker Om Birla was conducting the proceedings of the House in a biased manner and had on several occasions denied the opportunity to the Leaders of the Opposition to speak, which is their fundamental democratic right in Parliament. The Congress party has said that during the debate on the motion of thanks on the President’s address, the Speaker did not allow Leader of the Opposition Rahul Gandhi and other opposition leaders to speak in the Lok Sabha. The issue of suspension of eight MPs has also been raised in this notice.

Congress MP Gaurav Gogoi said that at 1:14 pm on Tuesday, a no-confidence motion was submitted to the Lok Sabha Speaker under Rule 94C. Lok Sabha leader Rahul Gandhi did not sign the no-confidence motion notice. The party says that in a parliamentary democracy it is not considered appropriate for the leader of the opposition to sign a motion to remove the president.

118 MPs from various parties including Congress, Rashtriya Janata Dal (RJD), Samajwadi Party (SP) and Dravida Munnetra Kazhagam (DMK) have signed in support of the motion to remove the President. The no-confidence motion of the Congress states that the motion is brought under the provisions of Article 94(c) of the Constitution. According to sources, Lok Sabha Speaker Om Birla has directed Lok Sabha General Secretary Utpal Kumar Singh to examine the suggestion submitted by the opposition.
