Noose tightened on coaching institutes of Bihar, police station will keep complete details
Sanjay Singh, Patna.The controversy arising out of the death of a NEET student in Patna had not subsided yet when a student died after falling from the roof of a coaching centre. Regarding both the incidents, political opponents left no stone unturned in raising questions about the working style of the government.
To reduce the increasing pressure from opponents, now coaching operators will have to register their institute. All the police station in-charges of the state will keep complete details of the coaching institutes running in their respective districts. From time to time they will also conduct social audit of coaching institutes.

It is necessary to follow strict rules
Bihar government and education department had issued instructions to ensure strict adherence to rules on private coaching institutes running in the state. Registration will be mandatory for all coaching institutes. Also, it is necessary to have basic facilities like fire fighting system, safe exit, clean drinking water, toilet and adequate lighting in the building of the institute.
Coaching will be conducted as per the prescribed timetable and special monitoring will be maintained on running of classes during school hours. Information related to teachers’ qualifications, students’ attendance and fees will also have to be maintained in a transparent manner. If rules are found violated, there is a provision for fine, cancellation of registration and legal action against the concerned coaching institute. The Education Department says that the purpose of these rules is to protect the interests of students, maintain the trust of parents and ensure discipline and quality in the education system.
There will be a security audit
Police station level officers have been instructed to visit coaching institutes from time to time and conduct security audits. They will also evaluate whether the attendance of students is being maintained through biometric method or not. What mechanism has the institute provided to inform parents about students’ attendance and academic performance?
Police station chiefs have also been instructed to coordinate with local administrative officials for this. It has been made mandatory for coaching institutes to display the institute’s registration number at their reception. Coaching operators have also been directed not to take the services of a person against whom a criminal case has been registered.
Have to keep a complaint box
Coaching institutes will have to set up a box for students’ complaints. Whatever complaint is received, a committee will be formed to resolve it. It will be mandatory for the students studying in coaching and the teachers teaching to have identity cards. High quality CCTV cameras will have to be installed in the coaching institute. Along with that, 30 days backup of CCTV cameras will have to be maintained. The police station chief will investigate this from time to time.

Policemen will also keep an eye on the fact that the institute should inform their parents about the students who are continuously missing from coaching. If the student’s performance is not good in the test conducted by the coaching institute, then parents will have to be informed about the same.

If any coaching institute provides transportation facility to the students, then it will be mandatory to get the police verification done for the driver and co-driver of the vehicle. These instructions have been asked to be followed with immediate effect.
