After the accident, shocking revelations are now coming to light regarding the construction of the club, its location and security arrangements. This nightclub, which was promoted as ‘Goa’s first island club’, was actually built in the middle of a salt pan, where reaching is a challenge in itself. Taking action in the case, the police arrested 4 people and presented them in the court, from where all four have been sent to police custody for 6 days.

The main gate of the club is about 50 meters from the road and only a narrow path is used to reach there. Although two entry routes have been mentioned near the club, but under normal circumstances only one very narrow lane remains operational, which made relief work very difficult in case of emergency.
Basement becomes a ‘death trap’, no ventilation, no evacuation facility
The condition of the basement of the club is said to be very dangerous. Here a structure surrounded by thick concrete walls was built, which housed a kitchen, staff changing room and bar counter. One exit in this basement was permanently closed, while the rest had only two narrow stairs to reach it.
The most worrying thing is that there was no arrangement for adequate ventilation in the basement, even though a large number of kitchen staff was present there. When relief and rescue teams reached the spot after the fire, they faced huge difficulties in reaching the basement. Due to narrow stairs and paths, it was not possible to evacuate many people on time.

The first floor also became a place of danger
The first floor of the club was used for live performances and big events. This part was completely surrounded by thick glass walls, due to which ventilation was almost non-existent. Even though there were two exit gates here, only one of them was operational at the time of the incident. Often more than 200 people were present here. Amidst the open seating arrangement and loud music, the way out for people in case of emergency like fire became extremely limited.
Fire department revealed: Only one exit out of three was operational
Director of Goa Fire and Emergency Services, Nitin Raker, said, “There should have been a total of three exits in the club, but during the rescue operation, only one exit was found open. This was the reason why there was a huge hindrance in the rescue operation.”
Club built in the middle of swamp, huge hindrance in relief work
The location of the club also made this tragedy more horrifying. Being situated amidst salt pans and connected only by a thin road, fire engines, ambulances and other relief vehicles could not reach the spot on time and in sufficient numbers. This was the reason that the fire spread rapidly and the loss of life and property increased manifold.
Club management now in legal trouble
After the accident, serious questions have now been raised regarding the safety standards, building design and legal approval for construction of Birch by Romeo Lane Club. Authorities have launched a legal investigation against the club, and are also investigating whether it was being operated without adequate safety clearance.
Goa Police arrested 4 people
Goa Police has taken major action and arrested four people in the case of death of 25 people in the massive fire in the restaurant. The team of Anjuna police station has detained three general managers and a bar manager. All the accused were presented in the court, from where they were sent to police custody for six days. The arrested accused include Rajeev Modak (Chief General Manager), Priyanshu Thakur (Gate Manager), Rajveer Singhania (Bar Manager) and Vivek Singh (General Manager). Police is investigating the matter in depth and investigation is going on from the angle of negligence.
