NRHM Scam: FIR against six people including former MLA Mukesh Srivastava and two retired CMOs, crores of rupees grabbed without doing any work

Shravasti: A big scam of National Rural Health Mission (NRHM) has come to light in Shravasti district of UP. Here, a case of embezzlement worth crores of rupees has come to light in the purchase of medicines and medical items in government hospitals. In this case, the Vigilance Department has taken major action and registered an FIR against six people including former Payagpur MLA Mukesh Srivastava and two former Chief Medical Officers. This entire matter is said to be between 2017 and 2022.

Vehicles run on papers, money grabbed without any work

Anyone will be surprised to know the revelations made in the Vigilance investigation. There was rampant rigging in the procurement of life-saving medicines and essential medical equipment in hospitals. A lot of money was spent in the name of vehicles run at health centers to help patients and doctors. Actually only one vehicle was being run under the government scheme, but by rigging the officials and contractors together took away the entire money for three vehicles from the government treasury.

Fake bill passed without registering, bribe taken up to 25 percent

Investigation has revealed that all the work was going on openly in the health department of Shravasti from the year 2017-18 to 2021-22 without maintaining any medical reimbursement register. When the medical vouchers were examined, it was found that the vouchers were passed against the rules by taking a hefty commission of 10 to 25 percent. In this way the government treasury was defrauded of crores of rupees.

Retired officers gave cream to contractors

Despite the tender process, the then CMO Dr. Dinesh Kumar Singh and Dr. Vipendra Kumar Singh gave free hand to the medical officers in charge for their personal gains. Besides, major fraud has also been found in the maintenance work of hospitals. A company named RP Construction did not do any work in the hospitals, but colluded with the officers and showed the work on paper and embezzled the entire money. Both retired CMOs have been found guilty in this investigation.

Let us inform that the open vigilance investigation into alleged financial and administrative irregularities in Shravasti district of Devi Patan mandal was conducted by the Civil Investigation (CI) Department of Uttar Pradesh Vigilance Establishment, Lucknow. The investigation has been completed and the final report has been submitted to the state government.
Based on a written complaint submitted by Inspector Kamleshwar Prasad Yadav, CI Sector, Uttar Pradesh Vigilance Establishment, Lucknow, an FIR was registered against six accused at the Lucknow Sector Police Station of Vigilance Establishment, Lucknow.

Those named in the FIR include Dr. Dinesh Kumar Singh, then Chief Medical Officer (CMO), Shravasti (Retd.), Dr. Vipendra Kumar Singh, then Chief Medical Officer, Shravasti (Retd.), Komal Prasad, then Chief Medical Officer Office, Shravasti and Senior Assistant in the Office of the Chief Medical Superintendent, Joint District Hospital, Bhinga. Anil Pandey, then Senior Assistant in the Office of the Chief Medical Superintendent, Joint District Hospital, Bhinga, Shravasti. The accomplices include Mukesh Srivastava alias Gyanendra Pratap Srivastava, former MLA from Payagpur in Bahraich, and Rajendra Prasad Srivastava, owner of Bahraich-based M/s RP Group of Construction. Officials said the case pertains to alleged irregularities in the implementation and execution of works and financial transactions under the NRHM scheme in Shravasti district.
