OP Singh is retiring, UPSC meeting today for DGP selection, 3 names will be approved

A meeting has been scheduled in the Union Public Service Commission (UPSC) on Wednesday afternoon for the selection of the new Director General of Police of Haryana. In this meeting, on behalf of Haryana Government, Chief Secretary Anurag Rastogi, Additional Chief Secretary Home Dr. Sumita Mishra and Acting DGP O.P. Singh will attend. The committee formed to select the panel of 3 IPS officers for the appointment of DGP has prepared the dossier of all the 5 officers included in the panel before the meeting.

 

The names of all the 5 officers will be discussed in the UPSC meeting and out of these, a panel of 3 IPS officers will be prepared by the committee and sent to the state government. There is a possibility that the panel of 3 names will come to the government only late on Wednesday evening because acting DGP O.P. Singh is retiring today i.e. on 31st December. Therefore, a new DGP will be appointed in Haryana on January 1 of the new year.

The panel was sent on 16 December

On December 16, the state government directed UPSC to appoint five officers Shatrujit Kapoor (1990 batch), S.K. A proposal was sent including the records of Jain (1991 batch), Ajay Singhal (1992 batch), Alok Mittal and Arshinder Chawla (both 1993 batch). Kapoor had completed 2 years of minimum tenure but IPS officer Y. He was sent on leave on October 14 amid increasing pressure to initiate action against Puran Kumar after his suicide.

 

On October 14, Kapoor went on leave and 1992 batch IPS officer O.P. Singh was given the additional charge of DGP of the state. Later on December 14, Kapoor was removed from the post of DGP.

 

Recently, UPSC returned Haryana’s proposal saying that as per the Supreme Court judgment on police reforms, the state government is required to send its proposal to the commission in anticipation of vacancy and since Kapoor was only on leave and can take charge as the state DGP at any time, O.P. There will be no vacancy after Singh’s retirement.

 

The state government, while sending the records of the five IPS officers, had mentioned the reasons for Kapoor being on leave from October 14 in its proposal to UPSC, including the Chandigarh FIR. Registration was also included.

Singhal and Mittal ahead in the race

IPS Ajay Singhal and Alok Mittal are ahead in the race for the new DGP of Haryana. Although, the names of three officers will come to the Haryana Government in the panel coming from UPSC, but the names of Singhal and Mittal are being discussed the most in the corridors of power and bureaucracy.

Former DGP Shatrujit Kapoor’s name may also figure in the panel, as Kapoor also meets the UPSC criteria. For now, it remains to be seen which officer Chief Minister Naib Singh Saini gifts as DGP in the New Year.
