Preparation for action against employees and land brokers in Bihar
Patna. With the formation of the new government in Bihar, administrative activities have gained momentum. Ministers of every department are continuously holding review meetings to bring improvements and transparency in their respective areas. In the same sequence, the Revenue and Land Reforms Department has also started preparations to take disciplinary steps on a large scale, keeping in mind the serious complaints.
Ban on working from private places
Revenue and Land Reforms Department Secretary Jai Singh has issued a letter to all the District Magistrates and given strict instructions. The letter states that from now on no revenue employee will work from private places. All light workers and revenue employees will have to work from designated government premises like zonal office, Panchayat government building, revenue court or community hall.
The department was continuously receiving complaints that many light employees were handling revenue work by setting up their “temporary offices” at private places. This not only affects transparency but also increases the possibilities of corruption.
Department’s eye on brokers
In some cases it has also come to light that laptops and dongles of zonal officers were being used by private brokers. It was also said in the complaints that illegal recovery is being made from the applicants and there is collusion between the employees and local brokers behind this. Considering this as a very serious issue, the department has decided to take immediate action.
surprise inspection orders
Secretary Jai Singh has given clear instructions to all the District Magistrates to ensure strict monitoring at their level. DCLR, SDO and ADM level officers will conduct regular surprise inspections so that any irregularities can be immediately stopped at the ground level.
List of office locations will be made public
The department has also ordered that the list of actual office locations of all revenue employees should be prominently pasted in the zonal office and Panchayat government building. This will also include the name and contact number of the concerned employee, so that the common people do not face any kind of problem.
Report sought in a week
All zonal officers are instructed to inspect their respective areas within a week and report whether any private office is running in any Halka (Panchayat). If any irregularity is found during inspection, strict disciplinary and legal action will be taken against the concerned employee or officer.
Important steps towards transparency
This step of the Revenue Department is a sign of relief for the general public. Complaints about private offices, brokers and illegal extortion had been troubling people for a long time. Now with the new strictness it is expected that transparency in land related works will increase and people will be able to get government services without unnecessary running around and expense.
