Election bugle sounded and ‘code of conduct’ applied! Announcement to vote, what exactly will change? Know detailed rules

The results of the assembly elections have brought about a radical change in the political affairs of Bihar. The RJD, which refused to include Owaisi’s party in the grand alliance during the assembly elections, is now relying heavily on AIMIM MLAs to win the Rajya Sabha elections. When the Rajya Sabha elections were announced, AIMIM tried to field its own candidate, but a day before the polls, it announced its support to the RJD.

Bihar AIMIM state president Akhtarul Iman announced his support to RJD after sharing Iftar with Tejashwi Yadav. He said that all the five MLAs of his party will vote for the RJD candidate in the Rajya Sabha elections. Tejashwi has certainly mended his political harmony in this way, but still, the path is tough.

What is Owaisi’s deal with RJD in exchange for Rajya Sabha?

Asaduddin Owaisi The party not only agreed to support the RJD in the Bihar Rajya Sabha elections, but also made an important pact. Owaisi placed an important condition before Tejashwi Yadav in return for votes of five MLAs. According to sources, AIMIM has agreed to give the Legislative Council seats in return for its support in the Rajya Sabha elections. AIMIM has clearly said that the Grand Alliance should give them a chance in the Bihar Legislative Council elections.

AIMIM wants to send its spokesperson Adil Hasan to the Legislative Council, but it is not possible on its own. AIMIM has a total of five MLAs, so it cannot elect its own MLCs. Similarly, RJD has 25 MLAs. With 35 MLAs from the Grand Alliance, the RJD cannot win a single Rajya Sabha seat. So, the two have entered into an agreement on the formula “Give two with one hand and take one with the other”.

Legislative Council Elections in Bihar

Elections will be held in 2026 for a total of 17 seats in the Bihar Legislative Council. First, understand who will fill these 17 seats and which categories will fall vacant and when the elections will be held. Elections are being held for 9 Legislative Council seats in June and elections for these seats will be held in May.

Of the seats that fall vacant in June 2026, two are for RJD, three for Janata Dal (United), one for Congress and one for BJP. Moreover, two seats are already vacant. Eight Legislative Council seats will also fall vacant in November 2026. This includes two seats for BJP, one for CPI, one for Congress, two for Independents and one for JDU. Four of these seats are from graduate quota and four from teacher quota.

In Bihar, the legislative council seats that fall vacant in June are from the MLA quota. Therefore, a minimum of 25 MLAs are required for one seat in the Legislative Council. Thus, RJD can win one seat on its own, but the opposition will need additional votes to win another seat. In return for Owaisi’s party’s support in the Rajya Sabha elections, a Legislative Council seat is to be offered, but it is not certain whether that seat will be won in June or November.

AIMIM will be part of the Grand Alliance

To win the Rajya Sabha elections, Tejashwi Yadav has secured the support of Asaduddin Owaisi. In a way they have become a part of the Grand Alliance. However, it is not clear whether this friendship will be limited to the Rajya Sabha elections in Bihar or if it will expand in the future as well. AIMIM exerted all its strength and tried its best to join the grand alliance for the 2025 assembly elections, but neither Congress nor RJD agreed.

Due to Tejashwi’s political stance, the agreement with AIMIM was not finalized yet. However, the RJD has fielded Owaisi’s party in the Rajya Sabha elections without worrying about the future. How long RJD’s political chemistry with Owaisi lasts remains to be seen. However, a deal for a Legislative Council seat in exchange for a Rajya Sabha seat is currently under discussion.
