The Chairman of the Rajya Sabha, CP Radhakrishnan, has referred a complaint against the Leader of Opposition in the House, Mallikarjun Kharge, to the Privileges Committee concerning alleged derogatory remarks made against Prime Minister Narendra Modi.
The complaint, filed on June 17, was submitted jointly by MPs Brij Lal, Mithlesh Kumar, Sumitra Balmik, Shivesh Kumar, Sikander Kumar, and Nagendra Ray. It accused Kharge of making “grossly derogatory, disparaging and highly disrespectful remarks” against the Prime Minister, which the members claimed had lowered the dignity of Parliament.
Following the submission of the notice under Rule 188 of the Rules of Procedure and Conduct of Business in the Council of States, the Rajya Sabha Chairman referred the matter to the Committee of Privileges for examination, investigation, and report. The committee will conduct a detailed inquiry and submit its findings.
The complaint arose after a controversy during the final day of campaigning for the Tamil Nadu Assembly elections 2026, when Kharge referred to PM Modi as a “terrorist who does not believe in equality.” In response to questions about his choice of words, Kharge stated, “He (PM Modi) is terrorizing people and political parties. I never said he is a terrorist…What I mean, I want to clarify, is that Modi always threatens. The institutions like ED, IT and CBI are in his hands. He wants to take delimitation also into his hands.”
Kharge maintained that he did not call the Prime Minister “a terrorist” but spoke about the victimization of political opponents by the Modi government, alleging that the Prime Minister “is terrorizing politicians” and that “tax terrorism is happening.”
