Lucknow. The grand program organized in Kanpur under the Chief Minister’s Mass Marriage Scheme (Mukhyamantri Samuhik Vivah Yojana) has been embroiled in controversies due to irregularities. District Social Welfare Officer Shilpi Singh has had to bear the brunt of the mismanagement of this function. Taking major action, the government has removed him from Kanpur and attached him to the Social Welfare Directorate, Lucknow. In his place, Shivam Sagar, posted in Sambhal, has been made the new District Social Welfare Officer and sent to Kanpur. This action was taken by Additional Chief Secretary L. Done on the orders of Additional Chief Secretary L. Venkateshwar Lu.

The biggest fight for Rasgulla
A total of 562 couples got married in this mass marriage ceremony organized in the CSA campus. But during the programme, there was a serious shortage of food and drink, which created a situation of chaos. If someone got roti, he could not get vegetables, whereas the biggest fight was seen for Rasgulla. The video of the uproar over food went viral on social media, after which the administration started facing criticism. It was clarified by the contractor that food arrangements were made only for 450 couples and their families. Apart from food, defects were also found in the gifts given to newly married couples. Considering the seriousness of the matter, an investigation committee has been constituted under the leadership of ADM City on the instructions of the CDO. Just two days after the program, the government took cognizance of the irregularities and removed the District Social Welfare Officer.
However, despite expenditure of Rs 2.5 crore, lack of scrutiny of the tender process is raising many questions. Tenders worth about Rs 2.50 crore were given to two firms, yet the systems completely broke down. Despite this, neither any report was filed against the firms concerned nor any investigation into the tender process was started. At present, the investigation is limited to only irregularities and items, which many people are considering as mere fulfillment. It is reported that 959 couples were registered under the scheme, out of which marriage of 635 couples was proposed, but ultimately only 562 couples could get married. DM had already recommended action against Shilpi Singh. According to ADM City Dr. Rajesh Kumar, the investigation is almost complete and the report will be submitted by Monday, although aspects related to the tender have been kept out of the investigation.
