Strictness increased on Bihar-Jharkhand border, new rules will be implemented from June 10
News Desk. A big update has emerged for vehicle owners and transporters transporting minerals through Nawada Integrated Check Post located on the Bihar and Jharkhand border. The state government has decided to implement a new rule to make the mineral transportation system more transparent and controlled. Under this, it has been made mandatory to take Inter State Transit Pass (ISTP) from June 10, 2026.
This new rule will be applicable to all vehicles entering Bihar carrying sand, ballast, stones and other minor minerals from Jharkhand.
What is the new rule?
According to the instructions of the Mines and Geology Department, Government of Bihar, now no mineral laden vehicle will be able to enter the border of Bihar without ISTP. This transit pass will be issued completely through online portal. Vehicle owners will first have to register on the ISTP portal, after which they will get a login ID and password. Transit pass will be issued through this.
How much will be the fee?
Under the new system, the government has also fixed the charges on mineral transportation: Rs 60 per metric ton, Rs 85 per cubic meter. This payment will be accepted only through online mode. No kind of offline or cash payment will be allowed.
Transit pass will have to be taken within 6 hours
According to the new rule, it will be mandatory for vehicle owners to take ISTP within a maximum of 6 hours after the mineral challan is issued. If the pass is not taken within the stipulated time limit, it will be considered a rule violation. In this situation, the vehicle can be classified as illegal mineral transportation and legal action will also be taken.
These documents will be strictly scrutinized
During mineral transportation, vehicle drivers will have to carry two important documents. Inter State Transit Pass (ISTP), valid mineral challan of the concerned state (eg Jharkhand). In the absence of any of these documents, the vehicle will be considered in violation of the rules.
Strict action will be taken if rules are broken
The government has made it clear that strict action will be taken if the new rules are not followed. In this, heavy fine, vehicle confiscation and even FIR can be registered. Apart from this, if during checking any vehicle is found without valid documents then it will be punished under Bihar Mineral Rules 2019 (Revised 2026).
