Should teachers teach or guard dogs? Ruckus over ‘Dog Duty’ in Haryana, AAP raises questions on BJP

After Delhi, now such an order has come in Haryana also regarding teachers, which has put the education system in the dock. From Kaithal to Rohtak, schools and universities are now becoming centers not of education but of monitoring stray dogs. As soon as the order came out, teachers got angry and teachers sat on strike in Kaithal district. In clear words he said, ‘We have been appointed to teach children, not to guard dogs.’

This controversy is not limited to just one order, but raises questions on the system where there is already shortage of teachers, burden of studies and shortage of resources. In such a situation, imposing non-academic responsibilities on teachers is being considered as playing with the future of education.

Ruckus over ‘Dog Duty’ in Haryana

According to the order issued on 24 December 2025 in Kaithal district, every school was asked to appoint a nodal officer to monitor stray dogs. This responsibility was placed directly on the teachers. As soon as the order came out, the teachers opened a protest and called it humiliating. Teachers say that there is already a huge shortage of staff in schools, on top of that there is pressure of studies and examinations. In such a situation, imposing work like monitoring of dogs is not only injustice but also an attack on the right to education.

Despite such a terrible situation, the government put the teachers in surveillance instead of teaching. The matter is not limited to schools only. Professors at Rohtak-based Maharishi Dayanand University (MDU) were also given the responsibility of monitoring stray dogs on the campus. Due to this, questions are being raised whether educational institutions will now remain centers of education or will remain as administrative posts?

AAP’s attack, questions on BJP government

Aam Aadmi Party’s national media in-charge Anurag Dhanda launched a scathing attack on the government. He said, “This decision shows that the BJP government neither cares about education nor about the respect of teachers.” Dhanda further said that when 70-75 percent of government schools do not even have permanent watchmen, in many places one watchman is managing several schools, then why is the burden of guarding the dogs being put on the teachers?

Anurag Dhanda directly asked the government that “The government should decide whether teachers in Haryana should teach children or take care of dogs.” He said that making teachers first BLOs, then watchmen and now dog keepers is a direct attack on the dignity of their post. This is not only a loss for the teachers but also for the future of the children. Aam Aadmi Party has demanded that a separate animal control or shift staff should be recruited to deal with the problem of stray dogs. Teachers should be freed from this “degrading duty”. The party says that the people of Haryana will no longer tolerate the thinking of considering education as a burden and teachers as labourers.
