Lashkar commander Bilal Arif Sarafi was on India’s most wanted list. In 2005, he joined a Pakistan-backed militant organization. His main task was to brainwash the youth and recruit them into the militancy. Apart from this, Bilal used to collect hobils, supply weapons and cooperated with terrorists in every way.
