Government did digital strike on 5 OTT platforms showing obscene content, blocked 5 apps including Jugnu
New Delhi. The Modi government at the Center has blocked 5 apps and platforms serving obscene content on OTT. Warnings were issued to these OTT platforms several times. More than 100 web series were removed, but they changed the domain and uploaded them again.

The government has cracked down heavily on objectionable and obscene content shown on OTT. In a major action, the Ministry of Information and Broadcasting blocked five OTT platforms for streaming content considered ‘obscene’ and ‘vulgar’. This decision was taken when warnings were issued to these platforms several times in the past, but despite this they did not self-regulate. The blocked OTT platforms include MoodXVIP, Koyal Playpro, Digi Movieplex, Feel and Jugnu App.
The central government has directed internet service providers to block access to these platforms under the Information Technology Rules 2021 and laws against obscenity. The purpose of these rules is to protect public decency, protect national interests and enforce ethical standards on digital platforms. Section 69A of the Information Technology Act, 2000, gives the central government the power to block online content.

However, this is not the first time that the government has taken action against OTT platforms for streaming objectionable content. Last year also in July 2025, the central government had banned several apps and websites for allegedly streaming ‘obscene’, ‘vulgar’ and ‘pornographic’ content. This action was taken when the content was found to be in ‘serious violation’ of Indian laws.
Content has ‘no story, theme or social message’
It is being told that on the 5 OTT platforms which have been banned, content with ‘sexual innuendo’ and long scenes of ‘sexually explicit acts involving nudity’ were being shown. These were described as ‘pornographic nature’. The content shown on these had ‘no story, theme or social message’ and contained more ‘obscene and lewd’ scenes.
Ministry’s warning ignored
The Ministry had warned these platforms before taking this action, but they ignored the notice and continued publishing objectionable content using other domains. Officials said that in March 2024, the five platforms blocked had started publishing obscene content on new website domains.

This action was taken after discussions with various stakeholders including the ministry, industry bodies and experts. The Ministry of Information and Broadcasting had issued advisories and reminders to OTT platforms, emphasizing on following the Code of Ethics under the IT Rules, 2021. Action by self-regulatory body The Digital Publishers Content Grievances Council, a self-regulatory body, had previously ordered edits made to some shows, saying some scenes were ‘tasteless and awkward’. After this, more than 100 web series were removed, but investigation found that some were re-uploaded in their original form to avoid monitoring.
