Ranchi: Finance Minister Radhakrishna Kishore said that Chief Minister Hemant Soren has named the upcoming budget of 2025-26 as Abu Budget, in this budget, the poor people living in Jharkhand's forests, remote areas, farmers, every section of the state, caste, religion etc. Schemes will be included keeping in mind the interests of the people. We will prepare such a budget that can bring happiness in the faces of the people. Therefore, opinion polling is being taken from the common people. In this context, today suggestions and ideas of experts have been invited in the fields of agriculture, irrigation, forest-environment, rural development, livelihood mission, urban development, tourism, industry, mines and geology, labor and skill development. He said that many of your valuable suggestions have been received and efforts will be made to include them in the upcoming budget of 2025-26. He was addressing the Abua Budget Workshop (Pre-Budget Seminar 2025-26) organized at Project Bhawan on Thursday.

Minister Radhakrishna Kishore said that our budget will be prepared keeping in mind the culture of the state, geographical system and traditions of the people living here. He said that this will be the 25th budget of this state where many challenges of the state are before us. We will prepare the budget keeping in mind those perspectives so that Jharkhand can develop economically, socially and geographically. He said that it is also necessary to monitor the budget so that the actual status of the schemes included in the budget can be known. He also laid emphasis on increasing the revenue.

Emphasizing on saving surface water, Minister Kishore said that we need to pay attention to the harvesting of rain water in Jharkhand so that the rain water that flows through rivers and drains can be saved so that enough water can be generated from it for irrigation. Should be available and underground water should also improve. This is also necessary to ensure that a happy ending situation does not arise in Jharkhand. This will also be taken care of in this budget. On rural economy, he said that rural economy can be strengthened through agriculture, hence an important department like Agriculture Department will be given an important place in the upcoming Abuja budget. He also stressed on strengthening the rural economy through horticulture.

Radhakrishna Kishore said that the people living in the forest get forest pattas but due to lack of connectivity, the people of that area do not get adequate facilities. Try to have roads to reach there. Emphasize on providing them basic needs through Gram Sabha and also focus on making Mahua based liquor so that the rural economy can be strengthened.

Rural Development Minister Deepika Pandey Singh said that in the upcoming budget, emphasis will be laid on empowerment of women of Jharkhand. About 32 lakh women are associated with JSLPS. The department's focus in the upcoming budget is on how to help women by making them economically engaged through the financial assistance being given through Maiyan Samman Yojana so that they can move forward in the direction of self-employment. Keeping in mind how to connect women with employment by training them financially is being kept in mind. Efforts will be made to connect rural women to the urban market and emphasis will also be laid on including small projects of rural drinking water in rural areas. Solar energy will also be promoted in rural areas.

In the upcoming budget, emphasis will be given on strengthening the economic condition of farmers.

Agriculture Minister Neha Shilpi Tirkey said that keeping the farmers of our state in mind, they will be included in the upcoming budget. In the upcoming budget, emphasis will be laid on strengthening the economic condition of farmers. Our farmers are traditionally dependent on monoculture, our effort will be to encourage them to do multiculture by providing adequate irrigation facilities. He said that Birsa Pathshala program is being run under the Agriculture Department, which will be run on a large scale in the upcoming budget, where we will provide training to the farmers and build their capacity so that they can do farming on their land in a better way. He said that there is a need to further strengthen the schemes of the department including Mukhyamantri Pashudhan Yojana, Jharkhand Milk Federation and we are also doing better in fisheries. He said that along with irrigation, adequate resources are being provided to the Rabi crops being cultivated by the farmers. Emphasis was laid on inclusion in the upcoming budget if available.

Principal Secretary of Water Resources Department cum Finance Department, Prashant Kumar said that many suggestions were received to provide maximum benefits to the farmers of Jharkhand in the field of irrigation. Emphasis will be laid on strengthening the old irrigation system, strengthening water bodies as well as creating new ponds in the village. Provision will be made in the upcoming budget keeping in mind solar based irrigation and minor irrigation. Mainly three departments work for irrigation, in which the Birsa Irrigation Well scheme has been taken from the Rural Department, which has been very successful in which farmers have got a lot of benefits through it. Also, many schemes of Water Shed Scheme have been implemented. Has been taken . The Agriculture Department also provides solar pumps and micro irrigation systems to the farmers for irrigation facility. He said that work is going on on many water resource schemes and more than 50 small and big schemes will be included in the upcoming budget. The proposal will be prepared on the suggestions received from the field of tourism. He said that the tourism sector will give impetus to Jharkhand economy and will also boost employment. Emphasis will be on increasing revenue generation from the mining sector. He said that 34 coal blocks have been allotted, it will be reviewed at the highest level.

Experts' suggestions should come in the pre-budget seminar (2025-26)

Prem Shankar said that emphasis should be given on Birsa Harit Gram Yojana. There is a need to do natural farming. Jharkhand millets should be included in the budget. Emphasis should be given on lac cultivation so that the rural economy can be strengthened. Pointed out the need to make a vision documentary on what Jharkhand will be like in 2050 after the next 25 years. The irrigation system should be strengthened.
Professor Devanathan said that Gram Sabha should be kept in mind in the budget. Provision should be made for Jungle Mitra so that forests can be managed and one district, one product should be promoted and branded so that it strengthens the rural economy. Dheeraj Daniyal Horo laid emphasis on rural economy and pointed out the need for value addition of products and food processing. Shailendra Kumar said that skill programs for the rural youth of the state should be included in this budget. Youth should be trained in villages and women should also be given training in various trades.
The need for proper planning of city development was explained, in which detailed information regarding traffic arrangements, parking arrangements, etc. was explained. Emphasis should be given to the development of mining sector. So that revenue can be generated. Insist on the allocation of closed coal blocks as soon as possible. There was talk of creating industrial clusters in industrial areas. Emphasis was laid on solar power. Shri Amitabh Gosh talked about promoting experience tourism. The work being done by JUDCO in the cities of the state was highlighted. Water supply, sanitation, transportation, etc. in cities were discussed.

Planning and Development Department Secretary Mast Ram Meena also expressed his views. Agriculture Secretary Abu Bakar Siddiqui said that efforts will be made to generate rural economy in the upcoming budget. Provision for soil conservation and pond should be made in this budget. There will be an effort in this budget to make us self-reliant in egg production. Secretary Rural Development Department Srinivasan said that work is being done towards empowering women. They are being given credit linkage by self-help groups. They are being strengthened through Birsa Green Village Scheme.
