On Thursday, the CJI expressed concern over states distributing things for free even after taking loans. He asked, if not the taxpayer, then who will pay for these schemes? The Supreme Court has also raised questions on the financial prudence of distributing cash and providing free facilities. The court says that states should give priority to creating employment instead of distributing free rabris or ‘dols’. CJI has warned that now less is being spent on development.

He said that if you start giving free food, free cycles, free electricity and till now direct cash transfer is happening. The Supreme Court bench has said that many states are facing revenue deficit, but are still expanding welfare schemes. The court believes that the burden of employees’ salaries and ‘free facilities’ has increased so much that they are depleting the funds needed for development.

The Supreme Court said that why can’t 25 percent of the revenue collected in a year be used for development? The Supreme Court was hearing the Tamil Nadu Electricity Distribution Corporation vs. Government of India case. The court slammed the corporation for promising free electricity to everyone regardless of the financial status of the consumer. The court strongly criticized the culture of free service. Also said that it hinders economic development.
