UP Panchayat Election: For the first time in the history of UP! Only the village head will hold the chair of ‘administrator’, CM Yogi gave his approval.
A big news has come out regarding the politics and rural development of Uttar Pradesh. Chief Minister Yogi Adityanath has given his green signal to the proposal of the Panchayati Raj Department regarding the formation of ‘Administrative Committee’ under the chairmanship of the village heads of the state. This is going to be the first time in the history of Uttar Pradesh when such a unique system will be implemented. Under this, even after the tenure of the villages ends, the old command will carry forward the development works.
Tenure was ending today, but there will still be interference
This administrative committee headed by the village head will continue to work in all the gram panchayats of Uttar Pradesh until the next panchayat elections are held in the state. The thing to note is that the five-year tenure of Gram Panchayats in UP is ending on Monday itself. Five years ago, i.e. in the year 2021, the first official meeting of Panchayats was called on 26th May. If seen from this perspective, the tenure of village heads in Uttar Pradesh was valid only till May 26. But now after this new decision of the government, despite the end of his tenure, he will continue to have direct interference and control in the functioning of Gram Panchayats.
Instead of ADO Panchayat, now only Pradhans got the command
Earlier, there was a rule in Uttar Pradesh that whenever the tenure of the Panchayats ended, the Assistant Development Officer i.e. ADO Panchayat was appointed as the administrator of the villages. But this time, changing the old tradition, the UP government has decided to hand over the charge of administrator to the existing village heads on the lines of states like Madhya Pradesh, Rajasthan and Uttarakhand.
After this proposal of Uttar Pradesh Panchayati Raj Department got the approval of Chief Minister Yogi Adityanath, its official mandate was also issued by Monday evening. National Panchayati Raj Gram Pradhan Sangh had also made the same demand from the government for a long time, which has now been fulfilled. After this decision, till the elections, the entire responsibility of all the development works of the villages will remain with the current heads only.
Know why UP Panchayat elections were postponed?
In about 57 thousand 695 gram panchayats of Uttar Pradesh, even after the end of the tenure of the heads, new elections are not being conducted immediately. In fact, all the ongoing speculations regarding the Panchayat elections in UP have now come to a complete stop. According to the government’s plan, now Panchayat elections in Uttar Pradesh will be held only after the assembly elections to be held in the year 2027.
This is the biggest reason why the government has had to take this big step regarding the appointment of administrators in Gram Sabhas for such a long time. If circumstances had been normal, new elections should have been held in the state by now, but due to the legal process of the High Court and the report of the Backward Classes Commission, this time there is every possibility that the elections will be delayed by more than a year.
Elections are stuck due to this big reason also
One of the main technical reasons for this huge delay in the three-tier Panchayat elections is the Panchayat Voter List not being completely prepared. The Election Commission and the administration are currently busy in correcting the voter list. According to officials, the final and revised voter list of this Panchayat elections will be released on June 10. Only after this the outline of the further election process can be prepared. Till then all the existing heads will remain in charge of their respective villages.
