UP Police Paper Leak Case: Big action by ED, charge sheet filed against 18 accused including mastermind Rajeev Nayan Mishra.
Lucknow. Taking major action in the paper leak case of Uttar Pradesh Police Constable Recruitment Examination-2023, the Enforcement Directorate (ED) has filed a supplementary charge sheet against 18 accused including mastermind Rajeev Nayan Mishra under the Prevention of Money Laundering Act (PMLA), 2002. This charge sheet was presented in the PMLA special court (CBI Court) located in Lucknow on 14 January 2026.
ED’s Lucknow zonal office had started this investigation on the basis of FIR number 166/2024 (dated 6 March 2024) registered by Uttar Pradesh STF at Kankarkheda police station in Meerut. During the investigation, many other FIRs related to this organized gang also came to light, which were included in the case.
Allegations of illegal earnings worth crores and money laundering
ED investigation has revealed that the accused made illegal earnings of crores of rupees by leaking question papers of UP Police Constable Recruitment Examination-2023 and UP RO/ARO Examination-2023. Money laundering was done by diverting this amount through various bank accounts, middlemen and other means. The investigating agency has conducted a thorough investigation of several bank accounts, properties and digital evidence.
The examinations were held in February 2024
According to the FIR, the accused had already leaked the question papers of both the examinations as part of a conspiracy. Candidates were provided question papers and their answers for money, which they memorized before the examination. These examinations were held in February 2024.
Property worth Rs 1.02 crore seized
The investigation also revealed that the money earned from the paper leak of RO/ARO exam was used to leak the paper of constable recruitment exam. ED had temporarily attached properties worth about Rs 1.02 crore as ‘Proceeds of Crime’ on August 6, 2024. Later the decision making authority of PMLA based in Delhi confirmed this attachment.
The investigation will continue further
Two accused in the case—Ravi Attri and Subhash Prakash—were taken into ED custody on November 18, 2024. Earlier, on January 10, 2025, a charge sheet has been filed against seven accused, on which the court has taken cognizance and the case is currently under consideration. ED has clarified that further investigation is going on in this case.
