UP Year Ender 2025: UP excise model number one in the country due to digital control, zero tolerance and record earnings
Lucknow, Amrit Thoughts: The year 2025 will be known for many changes for the Excise Department. The new excise policy has made the entire functioning of the department technology-based and transparent. This year, the Excise Department has set new records in terms of revenue collection. Considerable work has also been done in investment and employment generation.
The new excise policy of Yogi government has worked to positively change the image of the department. This year, the allocation of liquor shops was done through e-lottery system, making the process of license allotment completely fair and online. Issuance of various types of bulk and bond licenses related to liquor shops, approval of labels on liquor bottles, determination of MRP of liquor and permits for alcohol export, all the processes have now become online.
Under the new policy, strict monitoring has been ensured at every level, from production to transportation and sale. The entire process of production, lifting and distribution of molasses has been made online, while CCTV cameras have been installed in distilleries and other units. Digital locks have been installed in tankers of liquor and spirits and transportation is allowed only by GPS equipped vehicles. Digital alcoholometers, mass flow meters, radar based level sensors and bottling counters have been installed in the distilleries.
This year, big and effective action has been taken by adopting a strict stance against illegal liquor and criminals. This year, 79,990 cases related to manufacturing and smuggling of illegal liquor have been registered across the state. During this period, 20.86 lakh liters of illicit liquor and intoxicants were recovered. 15,085 persons involved in illegal business were arrested, of whom 2,755 were sent to jail.
Record breaking increase in revenue receipts
The effect of the new excise policy of the state government is clearly visible in the revenue figures. In the financial year 2025-26, till the month of November, the state has received a total excise revenue of Rs 35,144.11 crore, which is 15.59 percent more as compared to Rs 30,402.34 crore received in the same period of the last financial year 2024-25. The government has received additional revenue of Rs 4,741.77 crore during this period. These figures make it clear that the excise policy of the Yogi government gave new strength to the revenue collection.
New record made in ethanol production
Till this year, 182 crore liters of ethanol was produced in the state, which is the best performance till date. Yogi Adityanath government’s structural reforms, technological adaption and ‘ease of doing business’ have led to growth in liquor, beer, wine and alcohol-based industries. Sales of 105.25 crore liters of ethanol within the state and 40.96 crore liters of ethanol outside the state have made Uttar Pradesh a reliable center of ethanol supply.
