Vietnam’s 14th Central Committee holds first session to elect new Party leadership

The 14th Central Committee of the Communist Party of Vietnam convened its first plenary session on Friday morning to elect the Politburo, the General Secretary, and the Secretariat for the new term.

The 200 members of the 14th Central Committee, elected on Thursday, will first carry out procedures to elect the new Politburo, and will then elect the General Secretary from among the newly elected members of the Politburo.

The congress’s Presidium will present the requirements, criteria and personnel nominations prepared by the previous Central Committee, together with opinions from the newly elected Politburo and the nomination results of the Party Congress. The Central Committee will then hold group discussions and carry out nominations and self-nominations. The Presidium will consolidate the list, submit it before the session for approval, and organize the ballot and announcement of the results.

Candidates for the position of Party General Secretary must meet key criteria: possessing high prestige; serving as the core leader and unifying center of the entire Party and people; demonstrating sharp theoretical thinking, comprehensive knowledge, and being “calm and clear-headed in the face of difficult and complex issues related to the fate of the Party, the nation, and the people”; having served as a provincial or municipal Party secretary or as head of a central Party organ, ministry, or agency; and having completed at least one full term as a member of the Politburo.

Special cases are subject to decision by the Central Committee.

On Thursday afternoon, the 14th National Party Congress elected 200 members to the new Central Committee, including 180 official members and 20 alternate members.

General Secretary To Lam and nine other members of the 13th Politburo were re-elected to the 14th Central Committee for the 2026–2031 term. This marks the fourth consecutive term that General Secretary To Lam has served on the Central Committee, from the 11th through the 14th terms.

The nine other members of the 13th Politburo re-elected to the 14th Central Committee are National Assembly Chairman Tran Thanh Man; Standing Secretariat member Tran Cam Tu; Chairwoman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai; Head of the Party Central Organization Commission Le Minh Hung; General Phan Van Giang, Minister of National Defence; General Luong Tam Quang, Minister of Public Security; Hanoi Party Secretary Nguyen Duy Ngoc; General Nguyen Trong Nghia, Director of the General Political Department of the Vietnam People’s Army; and Standing Vice Chairman of the National Assembly Do Van Chien.

Nine members of the 13th Secretariat re-elected to the 14th Central Committee (including Politburo members assigned by the Politburo) are General Secretary To Lam; Standing Secretariat member Tran Cam Tu; Chairwoman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai; Head of the Party Central Organization Commission Le Minh Hung; Head of the Central Commission for Publicity, Education and Mass Mobilization Trinh Van Quyet; Minister of Foreign Affairs Le Hoai Trung; Ho Chi Minh City Party Secretary Tran Luu Quang; General Nguyen Trong Nghia, Director of the General Political Department of the Vietnam People’s Army; and Standing Deputy Head of the Central Internal Affairs Commission Le Minh Tri.
