WhatsApp fraud dangerous for employees, government warns on 8th Pay Commission scam
** “Salary Calculator” scam ** has emerged as a major cyber threat, which is targeting central government employees and pensioners. It is taking advantage of the rising expectation regarding **8th Central Pay Commission (8th CPC)**. This alert was issued by **Cyber Dost**. This initiative is a cyber awareness initiative under the Indian Cybercrime Coordination Center (I4C) of the Ministry of Home Affairs. It was issued on February 14, 2026, amid ongoing discussions on the commission (which was created through a resolution of November 3, 2025 and is to report within 18 months).
Cybercriminals send WhatsApp messages promising users that they can instantly check or calculate their revised salary, pension or arrears under the proposed 8th CPC. These messages contain a malicious attachment—usually an **APK file** (Android app package) disguised as “8th CPC Salary Calculator,” “Salary Revision Tool,” or similar official-sounding titles.
Once downloaded and installed (often requiring users to turn on “Unknown Sources”), the app gives fraudsters remote access to the device. It can steal sensitive data like banking details, SMS messages, OTP, contacts and financial credentials, leading to unauthorized transactions and emptying bank accounts. In reported cases, victims have lost their savings because the malware was working silently in the background.
Officials emphasize that **Government of India** never provides APK files, salary tools or official updates through WhatsApp, SMS or unofficial channels. The actual information is visible only on official portals like MyGov, DoPT or 8th CPC website (once fully operational). Such scams increase during policy discussions, financial reforms or announcements, taking advantage of trust and urgency.
