IAS Pankaj Agarwal Arrested: ₹504 crore fund scam, CBI investigation and complete profile

The arrest of senior Haryana cadre IAS officer Pankaj Aggarwal has created a stir in the bureaucratic and political circles of the state. The name of this officer, who has held many important posts for more than two decades, has now come up in the investigation of an alleged financial scam worth crores of rupees. Who is IAS Pankaj Aggarwal?

Pankaj Aggarwal is a 2000 batch IAS officer of Haryana cadre. Agarwal, originally from Dhanbad, Jharkhand, after joining the administrative service, held responsibilities in many important departments and districts of Haryana. He was known as a quiet and low-profile officer for a long time. After becoming IAS, he started his career as Assistant Commissioner in Haryana Institute of Public Administration (HIPA), Gurugram. After this, he continuously climbed the administrative ladder and was appointed to many important posts in the state.

Which major positions were you posted on?

Pankaj Aggarwal was the Deputy Commissioner of Kurukshetra from 2007 to 2011. After this, worked as DC of Sonipat from 2011 to 2013. He also held the responsibility of many influential posts like Labor Commissioner, Transport Commissioner, Director General of Food and Civil Supplies Department.

1. Name also associated with Election Commission

Before the 2024 Haryana Assembly elections, he was made the Chief Electoral Officer (CEO) of the state. During this period he had the responsibility of election arrangements. Later he also handled important departments like education, agriculture, irrigation and mining.

2. Came into controversy for the first time after Rajya Sabha elections

Pankaj Aggarwal’s name emerged in political controversies during the Haryana Rajya Sabha elections in March 2025. Congress leaders had raised questions on some of his decisions as returning officer. However, Aggarwal rejected all the allegations and said that he had taken action only as per the rules of the Election Commission.

3. In which case was the arrest made?

On June 23, CBI arrested Pankaj Aggarwal in case of alleged financial irregularities. The investigating agency alleges that serious irregularities took place in the operation of government accounts and fund transactions in a bank branch located in Chandigarh, causing huge loss to the government exchequer.

4. Claims of alleged scam ranging from ₹60 crore to more than ₹500 crore

According to the investigating agencies, funds of various government departments of Haryana were allegedly deposited in the accounts contrary to the rules. It is alleged that suspicious transactions worth crores of rupees took place through these accounts. The investigation has also claimed that government funds were diverted to many shell companies and fake institutions. The entire case is being investigated for fund diversion of about ₹ 504 crore, while at the initial stage it is being said that a loss of more than ₹ 60 crore is being incurred.

5. What could happen next?

After the arrest, CBI is now interrogating Pankaj Aggarwal. According to sources, as the investigation progresses, a decision on departmental action and suspension can also be taken against him. The role of other officers and related people in this matter is also under investigation.
