Zero balance account rule will change in the new year, bank customers will get relief

RBI BSBD Rules 2026: The Reserve Bank of India (RBI) has taken a big and important decision regarding Basic Savings Bank Deposit (BSBD) accounts across the country. RBI has announced new rules for BSBD accounts to be applicable from the year 2026. Under this, now customers in zero balance accounts will get more free facilities than before. These changes will be effective across the country from April 1. The central bank has informed that the decision has been taken after reviewing the suggestions from the public and stakeholders on the draft BSBD guidelines issued on October 1, 2025.

RBI has issued 7 amendment instructions. Which will be applicable to all Commercial Banks, Small Finance Banks, Payment Banks, Local Area Banks, Regional Rural Banks, Urban Co-operative Banks and Rural Co-operative Banks. The objective of these amendments is to increase the reach of BSBD accounts, encourage usage and provide better service to customers.

Major facilities under new rules

As per the revised guidelines, every bank will have to provide BSBD account as standard savings account. There will be no requirement to maintain any minimum balance.

Major free features available in these accounts

  • Customers will be able to deposit cash through any mode for free. There will be no limit on the number of deposits.
  • ATM or debit card will be given without annual fee.
  • Every year a minimum check book of 25 pages will be given free.
  • Internet banking and mobile banking facilities will be free.
  • Passbook or monthly statement will also be given free.

There will be no monthly withdrawal limit on transactions

Free withdrawal facility will be available minimum 4 times every month. This will include ATM and transfer transactions. Digital payments like UPI, NEFT, RTGS, IMPS and Point of Sale transactions will not be added to the monthly withdrawal limit. Banks cannot pressure any customer to get an ATM card, digital banking or check book. These facilities will be provided only on customer demand.

Facilities will be available only on demand of customers

These facilities will be available only on demand of the customer. Banks cannot make these a condition for opening or operating an account. If those who already have a BSBD account request, they will also get these new free facilities. If banks want, they can provide some extra features, but they cannot impose the condition of maintaining minimum balance. It will be the choice of the customer whether he wants to take the feature or not. There is no need to deposit money to open a BSBD account.
