Lucknow. Recently, a news came that during SIR in UP, the Election Commission's software automatically generated Form-7 to delete the names of 85854 voters. After this news was published and went viral on social media, opposition parties including Congress and Samajwadi Party and some organizations called it proof of their allegations of vote theft. Now the Chief Electoral Officer of UP has stated the entire truth as to why Form-7 was generated in the names of thousands of voters.
The Chief Electoral Officer of UP has said that out of 12.55 crore in the draft voter list in UP, notices were issued to 3.26 lakh due to lack of mapping and logical discrepancies. He said that under the Voter Registration Rules 1960, the Election Commission has the right to take cognizance of any voter. UP Election Officer has said that arrangements were made to generate Form-7 in the software for those who were not considered eligible by the Voter Registration Officer. So that in future we can know when and why a voter's name is removed from the list. If the voter's name was removed directly without generating Form-7, then the reason for the same would not be known when needed later.

In the news circulated on social media on 09-10-2026 “In UP SIR, ECI Software Auto-generated 85,854 Forms to Delete Voters Without a Reason”, an attempt is being made to spread the illusion that in the special intensive revision of Uttar Pradesh, the names of 85,854 voters have been auto-generated and deleted from the ECI Software without proper reason.
In relation to the news, it is clarified that the work of Special Intensive Revision-2026 in Uttar Pradesh has been done with complete transparency as per the Representation of the People Act 1950, Electoral Registration Rules 1960 and the instructions of the Election Commission of India dated 27.10.2025. The allegations made in the news are rejected as being based on false assumptions.
In Uttar Pradesh, 12 crore 55 lakh voters were included in the draft voter list published on 06-01-2026. Of these, notices were issued to about 3 crore 26 lakh voters due to no mapping and logical discrepancies. Under the provisions of the Electoral Registration Rules 1960, the Electoral Registration Officer has the right to conduct suo moto inquiry in respect of any voter during the revision of the voter list. Therefore, under the prescribed provisions, notices were issued to these 3.26 crore voters and received. Such voters who received the notice were expected to provide any one document from the list of relevant documents within a certain period. The last date for taking decisions on hearing notices in the state was 27-03-2026. After completion of the hearing process, the Electoral Registration Officer/Assistant Electoral Registration Officer decided whether the voters who received these notices were eligible or ineligible.
The names of the people in respect of whom the Electoral Registration Officer decided that they were eligible were included in the final voter list and the names of the people in respect of whom it was decided to be ineligible were not to be included in the final voter list, hence there was a provision to generate Form-7 in the software to remove them from the draft voter list.
This arrangement is so that in case of need in future, it can be known as to when a voter's name was removed from the voter list and why it was removed. If a name is directly removed from the voter list without generating Form-7, then if needed in future, it will be difficult to find out when and why the name of this person was removed from the voter list.
The number of 85,854 mentioned in the news is of those voters about whom it was decided by the Electoral Registration Officer after completing the process of suo motu investigation that they are ineligible.
Giving the example of an applicant filling Form-7 to get the names of many voters removed in Tarabganj and Pilibhit assembly constituencies, the report said that during SIR-2026 of Uttar Pradesh, an attempt was made to get the names of voters of a particular community removed from the voter list.
In this regard, it is clarified that in all the cases whose examples have been given in the report in the above mentioned two assembly constituencies, all such Form-7s were cancelled. Thus, the attempt to fill Form-7 in bulk was also not allowed to succeed.
This news tells itself that after thoroughly scanning the information of lakhs of Form-7 available on our website, only 198 such cases were found where more than 10 Form-7 were filled by the same person. According to the report, a total attempt was made to delete the names of 4740 persons in all such cases. In a huge state like Uttar Pradesh, out of lakhs of Form-7s received, only 198 such cases were found where Form-7s were given in bulk, indicating that Form-7s were not generally received in bulk in the state.
The claim made in this news that there is no publicly available information regarding the procedures for special intensive vetting is completely false. The guidelines issued by the Election Commission of India dated 27-10-2025 are still available in the Instructions Tab on the website of the Election Commission of India, on the basis of which the process of special intensive review was conducted in Uttar Pradesh.
The news also mentioned that “We sent detailed questions to UP Electoral Chief Officer Navdeep Rinwa as well as to the ECI in Delhi. They had not replied by the time of publication.”
It is to be clarified here that on 08.10.2026 at 3:32 pm, the questions were sent through e-mail and detailed answers were demanded by 07:00 pm on the same day.
In the only 3 questions asked by him in his e-mail, there was no mention of the figures, facts and examples which were presented in the news broadcast by him. It is also noteworthy that currently elections are going on in Uttar Pradesh for the Block Graduate and Block Teacher constituencies of the Legislative Council. The fact that they asked for answers regarding their so-called analysis in just 3 hours proves that they have no interest in getting answers or knowing the truth. Subsequently, the next day on 09.10.2026, at 08:30 am, the news was also broadcasted on social media by them, which shows that a detailed answer was demanded in a very short time only for the sake of satisfaction and with the aim of presenting a wrong image of the Election Commission of India in the general public.
Thus, the above circulated news is misleading and baseless. It is assured that the work of revision of voter list in Uttar Pradesh has been completed completely legally.

The Chief Electoral Officer of UP has said that for the 85854 voters mentioned in the news, the Electoral Registration Officer himself completed the process and decided to remove them from the voter list. Along with this, the Chief Electoral Officer of UP has said that in Tarabganj and Pilibhit, when a person submitted Form-7 to get the names of many voters of one community deleted, all those forms were cancelled. This means that attempts to submit Form-7 in large numbers were not allowed anywhere in UP. In such a situation, the news of Form-7 being automatically prepared through software in the names of thousands of voters or a large number of Form-7s being submitted by a single person are baseless.
