High level committee formed to investigate ‘unnatural demographic change’

Union Home Minister Amit Shah on Tuesday (May 26) announced the formation of a high-level committee to investigate the ‘unnatural demographic change’ happening due to illegal migration and other unknown reasons. He described this issue as a major challenge to India’s sovereignty, national security, social balance and security of tribal communities. In a post on X, Amit Shah said that on the occasion of Independence Day last year, Prime Minister Narendra Modi had assured the formation of this committee.

He wrote, “Infiltration and other factors responsible for unnatural demographic change pose a serious challenge to the present and future of any nation. To deal with this challenge, on August 15, 2025, Prime Minister Narendra Modi had announced a ‘High-level Committee on Demographic Change’. I am happy to inform that the government has now constituted this committee.”

Amit Shah said that this committee will be headed by Prakash Prabhakar Naolekar. The committee will include former IAS officer Durga Shankar Mishra, former IPS officer Balaji Srivastava, economist Shamika Ravi and Census Commissioner as members. Joint Secretary (Foreigners-1) of the Ministry of Home Affairs will be the Member Secretary of the Committee.

According to the Home Minister, this committee will comprehensively assess the demographic changes taking place across India due to illegal migration and other unnatural reasons. Also, it will analyze the patterns of abnormal population change occurring at the level of religious and social communities and offer timely solutions.

The announcement is likely to trigger a wide debate in political circles, as illegal migration and demographic changes have long been a subject of controversy in many states, especially the border areas.

Amit Shah made this announcement on the day he visited the Sanchu border post of the Border Security Force (BSF). Addressing the BSF jawans, he said that in view of the increasing security challenges like infiltration, smuggling and drug smuggling through drones, the Central Government has increased the area of ​​operation of BSF to 50 kilometers from the International Border.

He stressed the need to be alert about possible demographic changes due to cross-border infiltration and said that the security agencies should keep a close watch on the activities taking place in the border villages.
