This also includes attacks on port infrastructure and ships using Ukraine’s maritime export corridor. According to the statement, the Embassy of Ukraine in India said that it strongly believes that the threats and risks posed to the movement of civilian vessels in the Black Sea and the Sea of Azov due to Russia’s aggressive actions can be reduced by promptly responding to any precautionary warnings related to the security situation in the region.
The embassy said Ukraine has consistently warned its international partners, including senior Indian officials, about the growing threats to civilian shipping posed by Russia’s actions during the war.
Ukraine has also informed its partner countries of the steps it is taking to block supplies of military goods and disrupt logistics supply chains supporting Russia’s war against Ukraine.
The embassy said these concerns have also been formally raised at the International Maritime Organization (IMO) forum. Under this, member countries were informed through IMO circular letters issued on 12 June and 26 June 2026.
Ukraine also said that it has taken cognizance of Circular-41 issued by the Directorate General of Maritime Administration (DGMA) of the Government of India on July 23, 2026. In this circular, maritime security advisories have been issued for Indian ships transiting or operating in the Black Sea and foreign flag ships with Indian sailors.
Ukraine believes that timely and preventive action by competent authorities is essential to ensure the safety of seafarers, the safety of navigation of the general public, and to strengthen international maritime security in areas where such threats are clearly identified.
On behalf of Ukraine’s Foreign Minister Andriy Sibiha, India’s Foreign Minister Dr. S. A letter was also written to Jaishankar. In this letter, the Ukrainian Embassy expresses its deepest condolences to the families of the Indian sailors who lost their lives due to the deteriorating security situation in the Black Sea.
The Foreign Ministry statement said that we hope that following the proposal given by the Foreign Minister of Ukraine, talks will soon take place between the Foreign Ministers of our two countries, in which the current security situation in the Black Sea region will be discussed in detail.
The only sustainable way to restore maritime security is to increase international pressure on Russia to end attacks on civilian vessels.
