The 'Atal Good Governance Award' scheme will be implemented from the financial year 2025-26 and will continue in the subsequent years also. Annual performance assessment will be done for the period from April 1 to March 31. Officers from seven departments directly involved in public service delivery are included in this scheme.
These include Chief District Health Officer of Health and Family Welfare Department, District Education Officer and District Primary Education Officer of Education Department, Executive Engineer of Roads and Buildings Department, District Supply Officer of Food, Civil Supplies and Consumer Affairs Department, District Sports Officer of Sports, Youth and Cultural Activities Department, Taluka Development Officer of Panchayat, Rural Housing and Rural Development Department and Mamlatdar of Revenue Department.
Under this scheme, Class-1 officers will get Rs 31,000 and Class-2 officers will get Rs 21,000. The selected officers will also be given 'Certificate of Excellence – Atal Good Governance Award' for their contribution in public service and citizen-centric administration.
Selection will be based on set performance criteria and evaluation criteria and not just day-to-day performance. Different departmental committees will evaluate the officers falling in the first five categories.
These committees will be headed by the Secretary of the concerned department and will include the head of the concerned department and an Additional Secretary, Joint Secretary or Deputy Secretary from the concerned establishment. District-level committees headed by Taluka Development Officer and District Collector for Mamlatdar will also evaluate the performance.
These committees will include District Development Officer, District Superintendent of Police and Resident Deputy Collector. A separate departmental level system has also been decided for the evaluation of TDO and Mamlatdar.
Additional Chief Secretary, Principal Secretary or Secretary of the Panchayat Department will be the head of the committee formed on the basis of work related to the Panchayat. At the same time, the concerned senior officer of the Revenue Department will be the head of the committee formed for the Mamlatdars.
After evaluation, the officers will be ranked from first to third based on the decided performance parameters and the best performers will be selected for awards.
The departments have been directed to complete the evaluation process by 30th November every year and send the names of the selected officers, along with their award certificates and cheques, to Vasutapar-2 branch of the General Administration Department by 10th December. These awards will be given during the 'Good Governance Day' program on December 25, the birth anniversary of former Prime Minister Atal Bihari Vajpayee.
