The ground for 2027 assembly elections in Uttar Pradesh has already started being prepared. On one hand, Chief Minister Yogi Adityanath is continuously visiting the districts and inaugurating and laying the foundation stone of development projects, while on the other hand, Samajwadi Party President Akhilesh Yadav is busy shaping his strategy through election issues and preparation of district-wise manifesto. In such a situation, the biggest question is who is ahead on the ground in the fight of 2027 and what is Akhilesh Yadav's strategy?
During June, July and August 2026, Chief Minister Yogi Adityanath visited 43 different districts of the state. During these tours, development projects worth about Rs 36,877 crore related to roads, health, education, irrigation and infrastructure were inaugurated and foundation stones were laid. Yogi's strategy was not limited to reaching any district only once. According to available data, the Chief Minister reached seven districts more than once.
He visited Varanasi four times, while Deoria, Bijnor, Prayagraj, Ayodhya, Kushinagar and Ghaziabad visited twice each. That is, the Chief Minister's focus is not only on reaching out to the capital Lucknow or selected big cities, but to the districts of different regions. Along with presentation of development schemes in the programs, review of local problems and direct communication with the public is also becoming a part of the political message.
Yogi's model- 'Show work, reach out to the public'
If we understand the current strategy of Yogi Adityanath in one line, then its focus is seen on showing the government schemes on the ground and registering the direct presence of the Chief Minister. Reaching the district, laying the foundation stone and inaugurating the projects, holding review meetings with the officials and then counting the achievements of the government from the stage – this sequence is continuously visible. This is the reason why the BJP is clearly trying to make 'development' and the achievements of the government a big weapon in the 2027 election preparations. Is visible.

Then where is Akhilesh Yadav?
On the other hand, the strategy of Samajwadi Party President Akhilesh Yadav seems different at the moment. Instead of continuously visiting the districts like Yogi, he is giving more emphasis on organization and issue-based election preparation. SP has made a strategy to prepare district-wise manifesto for 2027. The party is working towards preparing different election promises by understanding the local problems, needs and development possibilities of each district.
This strategy means that instead of issuing a single manifesto from Lucknow, local issues should be included in the election agenda for every district. Issues related to employment, health, education, farmers' problems, local industry and youth can be important in this. Recently, Akhilesh Yadav has also attacked the government regarding the health system and has talked about including issues like free treatment for the poor in the party's proposed manifesto.
Saharanpur rally postponed, questions raised
Political discussion also intensified regarding Akhilesh Yadav's Saharanpur rally proposed on 6th September. Available reports have revealed the postponement of the rally. Saharanpur is considered very important in the politics of Western UP. In such a situation, there are different discussions in political circles regarding the change in Akhilesh's program. It would be premature to directly consider this a weakness of the Samajwadi Party, because the party is simultaneously busy preparing its organization and election agenda.
First the issues, then the grounds?
If we look at the strategy of Samajwadi Party, perhaps this time Akhilesh Yadav is trying to corner the government by focusing on local issues instead of entering the election field relying only on big rallies. District wise manifesto is an important part of this strategy. SP believes that local problems are often left behind in the state level manifesto. Therefore, the different needs of every district should be included in the election promises. Along with this, the party is also preparing to focus on issues like youth, women and IT sector. That is, Akhilesh's strategy currently seems to be moving towards creating an election narrative of 'development vs local issues' instead of 'daura vs tour'.

The visit to 43 districts in three months and the inauguration and foundation stone laying of projects worth thousands of crores present this picture. But the elections are still far away. The challenge for Akhilesh Yadav is how to implement SP's organizational preparation and district-wise manifesto strategy. If the party is able to convert local issues into strong public support and the organization becomes active up to the booth level, the contest may present a different picture.
