The construction of the prestigious Delhi-Amritsar-Katra Expressway Corridor has apparently come under scrutiny over road safety concerns, with official data showing that nearly 80 per cent of Jammu and Kashmir’s identified black corridors are located in Kathua, Samba and Jammu districts, through which the expressway is being built.
According to official data tabled in the Rajya Sabha, as many as 73 black corridors have been identified across 10 districts of Jammu and Kashmir. Of these, 58 are located in Kathua, Samba and Jammu districts, with a majority falling along the alignment of the mega expressway project.
“A total of 30 black corridors were identified in Jammu district, while 14 were found in Samba district and 13 in Kathua district. One additional black corridor was identified on the Jammu-Samba stretch,” the data revealed.
These black corridors were identified in real time using AI-based tools, and the findings were based on accident data available through the Electronic Detailed Accident Report (e-DAR) system for the period 2023–2025.
It is pertinent to mention that certain stretches of National Highways (NHs) have been identified as black corridors. These are continuous road stretches that meet the criteria for black spots, i.e., locations recording a specified number of accidents involving fatalities and grievous injuries.

According to the reply, Jammu district has the highest number of accident-prone black corridors at 30, followed by Samba (14), Kathua (13), Reasi (4), Udhampur (4), Srinagar (3), Rajouri (2), and one each in Baramulla, Kulgam and on the Jammu-Samba stretch.
Earlier, during the Budget Session of Parliament in February 2026, the Union Minister had informed Parliament that 224 black spots had been identified across the Union Territories of Jammu and Kashmir and Ladakh.

Meanwhile, in response to another question by a Biju Janata Dal (BJD) MP regarding the number of road accidents, fatalities and injuries during the last five years, the reply tabled in Parliament stated that 1,350 people were killed and 10,690 were injured in 10,251 road accidents in Jammu and Kashmir between 2020 and 2024.
According to the reply, 258 people were killed, and 1,470 were injured in 1,512 road accidents in 2020. In 2021, 268 people lost their lives, and 2,175 were injured in 1,899 accidents.
The reply further stated that 259 people were killed and 2,319 were injured in 2,378 accidents in 2022, while 294 people lost their lives and 2,456 were injured in 2,342 accidents in 2023.
In 2024, 271 people were killed and 2,270 were injured in 2,120 road accidents across the Union Territory.
