7 new bills passed together, filed and rejected, now 30 thousand poor people will get land for ₹ 200

A big news related to Bihar’s politics and general public is coming out from the capital Patna. During the proceedings of the second shift of Bihar Assembly on Tuesday, seven important bills were passed simultaneously in the House. All these bills will soon be approved by the Governor, after which they will officially become law. These new decisions include many major changes ranging from the fees charged for admissions and rejections to curbing online gambling and making it easier for doctors from other states to practice in Bihar.

Now Rs 200 will be charged for filing and rejecting, on August 15, 30 thousand poor people will get Basgeet form.

Revenue and Land Reforms Minister Dr. Dilip Kumar Jaiswal introduced ‘Bihar Land Registration-Dismissal (Amendment) Bill, 2026’ and ‘Bihar Agricultural Land (Conversion to Non-Agricultural Purposes) (Repeal) Bill, 2026’ in the House. After the passing of the Filing-Dismissal Amendment Bill, now a fee of Rs 200 will have to be paid for mutation in the state.

During this, the Minister gave a very good news and announced that on August 15, Chief Minister Samrat Chaudhary will hand over land lease papers to 30 thousand landless poor of the state. At the same time, on the opposition’s protest against imposition of fees on filing and rejection and financial burden on the poor, the minister made it clear that poor people do not buy land and the government itself is giving 3 decimals of land to the landless. He said that Bihar is a public welfare state and increase in revenue is very important to carry forward the development works.

Gamblers are no longer in trouble, crackdown on online betting will also be tightened

Deputy Chief Minister Vijay Kumar Chaudhary introduced the ‘Bihar Gambling (Prohibition) Bill, 2026’ in the House, which was passed unanimously with the consent of all the members. When the opposition expressed the fear of misuse of this law by the police, the Deputy Chief Minister assured that the government will strictly stop its misuse.

This new law will replace the old law of 1867. Not only the common gamblers will come under its ambit, but the operators and managers running the gambling houses will also be tightened their grip. Apart from this, a provision has been made to give strict punishment to the banks running online gambling or betting on digital platforms and supporting them. After the implementation of this law, the police will get full authority to arrest people gambling in public places without warrant and take legal action against online betting apps.

Doctors from other states will now be able to easily provide treatment in Bihar

Health Minister Nishant introduced ‘Bihar Medical (Amendment) Bill, 2026’ and ‘Bihar Nurses Registration (Amendment) Bill, 2026’ in the Assembly. He informed the House that this law is already in force in other states of the country. According to the new rules, now doctors and nurses registered in other states will be able to practice directly in Bihar only by giving self-declaration certificate.

Till now, doctors had to get registered again in Bihar by obtaining a No Objection Certificate i.e. NOC from the old registered state, only then they were eligible to practice. Additionally, the new law also provides that if a doctor is found involved in any kind of malpractice or irregularities, his registration will be canceled immediately.

Bills related to GST amendment and sugar venture also passed

Apart from this, Deputy Chief Minister Bijendra Prasad Yadav tabled the ‘Bihar Goods and Services Tax (Amendment) Bill, 2026’ in the House. He said that this bill brought on the basis of the recommendations of the GST Council is completely in public interest and useful for the public. On the other hand, Sugarcane Industry Minister Sanjay Kumar introduced ‘Bihar Sugar Undertakings (Acquisition) (Amendment) Bill, 2026’ in the House. Assembly Speaker Dr. Prem Kumar announced that all these seven bills were passed unanimously.
