New Delhi: During the extended session of the Budget Session, Modi government could not pass three bills—the 131st Constitutional Amendment Bill, the Delimitation Bill, and the UT Amendment Bill—despite having a full majority in the Lok Sabha.
However, after the merger of 7 Rajya Sabha MPs from the Aam Aadmi Party, the BJP’s strength in the Upper House has increased to 113, and the NDA’s total strength has reached 146 members. This means the BJP, along with its NDA allies, is moving closer to a two-thirds majority in the Rajya Sabha. In the future, the opposition may find it harder to block legislation in the Upper House.
In the Rajya Sabha, out of the 146 NDA members: BJP—113; AIADMK—5; JD(U)—4; NCP—4; TDP—2; SHS—2; AGP—1; JD(S)—1; NPP—1; PMK—1; RLD—1; RLM—1; RPI(A) —1; Independents—2; and Nominated members—7.
On the other hand, the INDIA bloc has 75 members in the Rajya Sabha, including: INC (29), AITC (13), DMK (8), SP (4), CPI(M) (3), JKNC (3), RJD (3), CPI (2), IUML (2), JMM (2), DMDK (1), KC(M) (1), MNM (1), NCP-SP (1), SS (UBT) (1), and Independents (1).
Meanwhile, other parties account for 23 members, including: YSRCP (7), BJD (6), AAP (3), BRS (3), UPPL (2), BSP (1), and MNF (1).
In this numbers game, the NDA is still short of 17 MPs for a two-thirds majority in the Rajya Sabha. Once it crosses this mark, the Modi 3.0 government could pass any bill in the Upper House without significant hurdles.
