It is important to note that the Commission has made it clear that it will only accept suggestions received through online links. If anyone wishes to express their thoughts by writing on paper, emailing or sending a PDF, it will not be accepted.

Why was the deadline extended?

There is a valid reason behind the extension. The extension was requested by the National Council-Joint Consultative Mechanism (NC-JCM). Many employee unions had complained of technical difficulties while submitting information on the online portal. The Commission believes that the extension of time will provide a fair and equal opportunity to all concerned to express their views, thereby preventing future grievances.

Who can submit suggestions?

This opportunity to submit representations is not limited to one class but to a wide variety of individuals. This includes Central Government Industrial and Non-Industrial employees, Defense Force employees, All India Services officers and Union Territories employees. In addition, the Supreme Court, High Courts, Indian Audit and Accounts Department, as well as pensioners’ associations have been invited to express their views. It should be noted that a memorandum is an official document, in which employees make suggestions for improvement in their wages, pensions, allowances and working conditions. If a fitment factor of 3.83 is adopted, the minimum basic pay may directly increase to around Rs 69,000.

Beyond wages, employees have made other important demands. What do the Railways, Defence, Postal and Income Tax Departments want?

Employees unions also argue that departments like railways, defence, postal and income tax have their own challenges and therefore, one rule should not be applied to all. They have demanded that a separate hearing should be held for these departments and that the members of the commission should personally visit to observe the difficult working conditions of the people. They want better benefits for soldiers and personnel working in remote or dangerous areas. They have also requested a fixed schedule for regular discussions.
