According to the authorities, the incident occurred at around 2:30 p.m. on Sunday, when the 35-year-old delivery driver arrived at a hotel on Nguyen Sang Street to drop off the package for Tan.
After receiving the item, Tan claimed the product was not the model he had ordered. He demanded that the driver open the packaging for inspection and test the device on the spot.
He then grabbed a nearby dog by its hind legs and loudly insisted the clipper be tried immediately. It remains unclear who the dog belonged to.
The driver refused the demand. He explained that he was simply a delivery worker and advised Tan to contact the seller directly.
The driver noted that delivery personnel are not authorized to handle product returns or exchanges, and suggested Tan file an official complaint to arrange a return.
As the driver returned to his motorbike and attempted to leave, Tan rushed forward and punched him in the face. The blow caused the driver’s nose to bleed. At one point, Tan used the dog as a weapon and threw the dog at the driver, as seen in security camera footage.
He then continued to chase and verbally abuse the driver, according to the police.

Under current procedures for most e-commerce platforms, product disputes are handled online. Customers who receive the wrong model or a damaged good can record a video of themselves opening the package as proof. They can then file a complaint on the platform to return the unwanted product.
Authorities emphasized that any acts of violence used to settle disputes will be handled in accordance with the law.
Police urged the public to remain calm during conflicts related to online purchases and deliveries, warning that aggressive behavior can quickly lead to serious legal violations.
