Pakistan Us Secret Cipher Leaked That Led To Imran Khans Government Overthrow

The intelligence ‘cypher’ (confidential message) which created an uproar in Pakistan’s politics for years and became the reason for snatching the power of former Prime Minister Imran Khan, has finally been completely exposed. This is the cipher proof that America kept putting pressure on Pakistan and with the help of the Army, the popular government of Imran Khan was overthrown. American news website ‘Drop Site’ has made public the pictures of this 3-page highly secret document. This leaked report has confirmed the claims on the basis of which Imran Khan repeatedly alleged that his government was toppled as a part of a well-planned American conspiracy.

This cipher is actually the official written record of a very sensitive meeting between Asad Majeed Khan, then Pakistan’s ambassador posted in Washington, and Donald Lu, Assistant Secretary for South and Central Asian Affairs of the US State Department.

When the details of this conversation that took place on March 7, 2022, were sent to the Ministry of Foreign Affairs in Islamabad, it was given the code name ‘Cypher’. The 10 biggest and important points of the conversation that emerged from this leaked document are as follows:

1. America’s direct objection to Ukraine policy:

At the very beginning of the meeting, American official Donald Lu expressed strong objection to Pakistan’s stand on the Russia-Ukraine war. According to Cypher, Lu said, “People in America and Europe cannot understand why Pakistan is adopting such an aggressive neutral stance.” The US administration believed that this inclination was entirely a personal decision of the then Prime Minister Imran Khan.

2. American eye on Pakistan’s internal politics

The document shows that the US was closely monitoring domestic political developments in Pakistan. Donald Lu told the Pakistani Ambassador that this foreign policy of Imran Khan is inspired by the current political situation in Islamabad, where the Prime Minister is trying to gain popularity in a special way and shine his ‘public face’. In response, Pakistani Ambassador Asad Majeed Khan clarified that Pakistan’s stance on the Ukraine crisis was not decided individually, but collectively after intensive discussions among several government institutions.

3. Voting in the United Nations and the bitterness of Moscow visit

When the Pakistani ambassador asked whether Washington’s displeasure was due to Pakistan abstaining from voting in the United Nations General Assembly (UNGA), Donald Lu clearly denied. Lu openly said that the root of the real controversy is Prime Minister Imran Khan’s visit to Moscow.

4. No-confidence motion and the American condition of “forgiving all”

The most shocking part of the cipher is related to the open threat of ousting Imran Khan from power. American official Donald Lu said simply, “If the no-confidence motion against the Prime Minister is successful, then all will be forgiven in Washington, otherwise further problems may increase.” On the basis of these specific threats and pressure, Imran Khan had consistently claimed that America was directly behind the no-confidence motion against his government.

5. Threat to isolate Imran Khan internationally

According to the document, Lu warned the Pakistani diplomat that if Imran Khan somehow manages to save his power despite the no-confidence motion, then the Pakistan Prime Minister’s “isolation” on both the US and European fronts will increase significantly. His Moscow visit was being seen in Washington as a major political stunt.

6. Pakistani defense of Russia trip

During this time, Pakistani Ambassador Asad Majeed Khan countered the American pressure and argued that Imran Khan’s visit to Russia was not a sudden decision, but it was a part of scheduling decided for many years. He argued that when the Prime Minister reached Moscow, Russia had not yet launched a military attack on Ukraine. The visit was focused solely on bilateral economic and trade interests and should not be seen as support for Russia’s military aggression. It is noteworthy that in February 2022, Imran Khan was present in Russia at the same time when Putin ordered the attack on Ukraine.

7. Fear of marginalization due to Afghanistan crisis

The issue of Afghanistan also came up during this confidential conversation. Expressing his concern, the Pakistani Ambassador said that due to Ukraine crisis, the attention of the whole world will get diverted and the issue of Afghanistan will be completely left behind. He said that Pakistan has paid a very heavy price for the Afghan civil war, hence it is very important to maintain constant dialogue with all the regional superpowers including Russia to ensure stability there.

8. Pakistan’s anger over America’s double standards

It is also clear from the cipher that Pakistan was hurt by American indifference for a long time. Asad Majeed Khan openly said in front of the American official that for the last one year, Islamabad has been feeling that the leadership of Washington is keeping distance from them. America expects unconditional support from Pakistan at every international forum, but when it comes to Pakistan’s concerns on sensitive issues like Kashmir, they are completely ignored.

9. Mention of India and spectacles of China’s perspective

India’s foreign policy was also discussed in this conversation. The Pakistani ambassador complained that the US was treating India and Pakistan in a completely separate and ambivalent manner. To this, Donald Lu replied candidly that the basis of US-India relations is entirely determined by the perspective of stopping China’s dominance (Anti-China Axis). Lu also speculated that India’s Russia policy might see a major change after the safe evacuation of Indian students stranded in Ukraine.

10. Pakistani Ambassador’s final assessment: Recommendation of protest in front of US Embassy

The last and most important part of this three-page confidential document is the ambassador’s own assessment. Ambassador Asad Majeed Khan clearly wrote in his conclusion that the strict and aggressive tone in which Donald Lu has given this warning is not possible without the approval of the top level of the US government. Given the way Lu openly commented on Pakistan’s internal political developments (no-confidence motion), the Ambassador had suggested to his government that Pakistan should take this matter very seriously and consider filing a formal diplomatic protest against this direct interference with the US Embassy in Islamabad.
