Political battle begins in Maharashtra as EC announces Council polls across 16 constituencies

The Election Commission of India on Saturday announced the schedule for biennial elections to the Maharashtra Legislative Council from 16 Local Authorities’ Constituencies, setting the stage for another significant political contest in the state ahead of key electoral battles in the coming months.

According to the official notification issued by the poll body, voting for all 16 constituencies will be held on June 18, while counting of votes will take place shortly after polling concludes. The elections are being conducted to fill seats of members whose terms are scheduled to expire in the coming months.

The announcement has triggered fresh political activity across Maharashtrawith major parties expected to begin negotiations over candidates, alliance arrangements and cross-party support within local authority networks. The elections are likely to witness intense competition among the ruling alliance and opposition blocs, especially in politically sensitive districts.

Legislative Council elections from Local Authorities’ Constituencies are indirect elections in which elected representatives of local bodies, including municipal corporations, municipal councils, zilla parishads and panchayat institutions, form the electoral college. Political parties traditionally view these elections as a test of grassroots organizational strength and regional influence.

The Election Commission said the model code of conduct has come into immediate effect in the concerned constituencies following the poll announcement. The nomination process, scrutiny of papers and withdrawal deadlines will be conducted as per the schedule released by the commission.

The upcoming elections assume added importance as Maharashtra has witnessed intense political realignments over the past few years, including splits within major regional parties and shifting alliance equations. Analysts believe the Council polls could provide an indication of current political momentum ahead of future state and national electoral contests.

The Maharashtra Legislative Council, the upper house of the state legislature, includes members elected through multiple categories including local authorities, graduates, teachers and nominations by the Governor. Seats elected through local authorities are considered strategically important because they reflect the influence of political parties within local governance structures.

Several political parties have already begun internal discussions regarding candidate selection, particularly in constituencies where close contests are expected. Smaller regional groups and independents may also play a decisive role in tightly contested seats where margins remain narrow.

Security and administrative preparations for polling are expected to begin soon across all affected constituencies. Election officials said arrangements are being made to ensure smooth polling, counting and monitoring procedures in accordance with election regulations.

The biennial elections are likely to attract close political attention as parties attempt to strengthen their legislative presence and bargaining power within the state’s evolving political landscape.
