State Cabinet-Council of Ministers meeting: Semi conductor, data center, defense manufacturing will get incentive
Jaipur. In the important meetings of the Cabinet and Council of Ministers held at the Chief Minister’s Office on Friday under the chairmanship of Chief Minister Bhajan Lal Sharma, many important decisions related to the state’s industrial development, water conservation, rural development, energy management and personnel-pensioners welfare were taken.
In the meetings, the new Rajasthan Industrial Development Policy was approved in the direction of making the state a global industrial hub as per the vision of Developed Rajasthan@2047. Along with this, topics like renewable energy, circular economy, water conservation, master plan of villages, availability of electricity and water and industrial investment were discussed extensively.
In the joint press conference held after the meeting, Industry and Commerce Minister Colonel Rajyavardhan Rathore, Water Resources Minister Suresh Singh Rawat and Minister of State (Independent Charge) for Energy Hiralal Nagar gave information about the decisions of the Cabinet.
The meeting started with a congratulatory motion on Prime Minister Narendra Modi being honored with the Agricola Medal by the Food and Agriculture Organization of the United Nations.
The Council of Ministers congratulated the Prime Minister, calling it a matter of pride for the country, farmers and cattle herders. It was also mentioned in the meeting that the Prime Minister has dedicated this honor to the farmers and cattle rearers of the country.
Industry and Commerce Minister Colonel Rajyavardhan Rathore said that the new Rajasthan Industrial Development Policy is based on four strategic pillars of “4G” – Green, Governance, Growth and Globalization.
The policy aims to grow the economy of Rajasthan to $350 billion by the year 2028-29. Under this, environment-friendly industrial production, renewable energy and circular economy will be promoted.
He informed that through the policy, new schemes will be launched for setting up Common Effluent Treatment Plants (CETP) in RICO and non-RICO areas. Also, Integrated Resource Recovery Parks will be developed.
The process of development of node based industrial parks in Delhi-Mumbai Industrial Corridor (DMIC) will also be initiated. The government will pay special attention to fast track approvals, logistics connectivity, plug and play facilities and strengthening industrial infrastructure.
Rajyavardhan Rathore said that under the policy, world class industrial infrastructure will be created by increasing the participation of the private sector. Special encouragement will be given to MSME, ODOP and export activities.
Along with this, cutting-edge sectors like semiconductor, data centre, Global Capability Center (GCC) and defense manufacturing will be promoted.
Special efforts will also be made to attract investments in gems and jewellery, textiles, tourism, handicrafts, agro processing, dairy and logistics sectors. He said that this policy will be based on research and development and technology transfer, which will give new impetus to investment and indigenous production in the state.
Water Resources Minister Suresh Singh Rawat said that the detailed action plan of “Vande Ganga Water Conservation-Jan Abhiyan” was discussed in the Council of Ministers meeting. This campaign will be run from Ganga Dashami i.e. 25th May till World Environment Day, 5th June.
The campaign will begin with puja at rivers, dams, ponds and other water sources and de-silting of canals and ponds. He said that programs like cleanliness drives, shramdaan and lamp lighting would be organized at the district, block, gram panchayat and village level as well as at water sources, ponds and water storage structures in urban areas. All the ministers in charge will regularly monitor the progress of the campaign in their respective districts.
Rawat said that under the “Hariyalo Rajasthan” campaign, advance preparations for sowing grass and planting trees will also be made. Water conservation and water storage measures will be discussed by organizing Jal Chaupal at Gram Panchayat headquarters.
Also, workshops will be organized on drip, sprinkler and micro irrigation techniques. There will also be seminars at Kisan Chaupal and Krishi Vigyan Kendras.
He informed that Bhamashahs, Panchayats, Municipal bodies, institutions and water warriors who have done excellent work in the district level closing ceremonies on World Environment Day on June 5 will be honored with “Jal Gaurav Samman”.
Minister of State for Energy Hiralal Nagar said that the Council of Ministers also reviewed the progress of “Mukhyamantri Vikas Gram-Urban Ward Abhiyaan”. This campaign was conducted from 19 March 2026 to 15 May 2026 in 14 thousand 403 gram panchayats of 457 panchayat committees and 10 thousand 245 wards of 309 urban bodies of the state.
During the campaign, suggestions regarding their needs and development were taken from the common people, women, youth, farmers, artisans and disabled people in rural and urban areas. He said that draft master plans have been prepared on the basis of suggestions received and baseline data.
For the approval of these master plans, special gram sabhas will be organized in all the gram panchayats of the state on 26th May. The government believes that through these schemes, the development of villages and urban wards will get a systematic direction.
In view of the scorching heat, the availability of drinking water and electricity was also reviewed in the meeting. Hiralal Nagar said that on May 20 this year, the maximum demand for electricity in the state was recorded at 16 thousand 487 MW, while the availability was 16 thousand 580 MW. He said that availability of electricity in excess of demand is a proof of the effective and far-sighted energy management policy of the state government.
He told that before the start of summer, the state government ran a special campaign and got the hand pumps and tube wells repaired. The government has given instructions that the common people should not face any problem regarding drinking water and electricity.
All the ministers in charge will conduct regular reviews in their respective districts and complaints related to electricity and drinking water received on helpline number 181 will be resolved within 24 hours.
The Cabinet also approved important amendments in the Rajasthan Civil Services (Pension) Rules, 1996. Rajyavardhan Rathore said that under the amended Rule 67, specially abled children will now have to submit the permanent disability certificate only once. Earlier it was mandatory to give this certificate every three years.
He informed that after amendment in Rule 134, pensioners will now be able to submit Annual Life Certificate through face authentication technology through mobile app.
Also, now apart from gazetted officers, non-gazetted personnel (except Class IV employees) have also been given the right to issue life certificate through SSO ID.
Simplifying the certification process for family pension, now instead of two, certification from only one gazetted officer or respected person will be sufficient.
The Cabinet also decided to include the new designation of Senior Scientific Assistant in the Schedule of Rajasthan Agricultural Subordinate Services Rules-1978. The government believes that this will provide additional opportunities for promotion to departmental employees and improve the work quality.
With the objective of promoting industrial investment, the Cabinet approved allotment of 121.42 hectares of land to M/s Dalmia Cement in Jaisalmer district. A cement plant with an annual capacity of 3.6 million tonnes will be established here with an investment of about Rs 3,47 crore.
This project is likely to provide employment to about 820 people. Apart from this, M/s J.K. It was decided to allot 71.37 hectares of land for industrial purposes to Cement Limited for the proposed railway line in various villages of Jaisalmer district. The government believes that these projects will strengthen the regional industrial structure and accelerate local economic activities.
The Cabinet also approved allocation of land for renewable energy projects in Jaisalmer, Barmer and Bikaner districts. According to the government, these projects will increase the renewable energy production capacity of the state, increase revenue and create new employment opportunities at the local level.
