Strict decision of Karnataka government: It is mandatory for employees to reach office by 10 am, attendance through ‘Kartavya’ app

Bengaluru, June 6. The Karnataka government has taken a major step to ensure punctuality of all government officials and employees of the state. Now it has been made mandatory for all employees to reach their office by 10 am and mark attendance through ‘Kartavya’ mobile app. Strict action will be taken against those who violate this new rule. In the order issued by Chief Secretary Dr. Shalini Rajneesh, it has been clearly stated that this instruction is given by Chief Minister D.K. This has been issued on the basis of strict instructions given by Shivkumar in the high level meeting held on June 4.

In the meeting, the Chief Minister had expressed deep concern over the problem of irregularities and late arrivals in government offices. According to the order, all officers and employees from the Additional Chief Secretary to the district level will have to register check-in and check-out on the ‘Kartavya’ app daily. Real-time monitoring will be done through the app. The e-Governance department has developed an advanced AI-based system, which will automatically generate district-wise and office-wise reports of employees who did not mark attendance by 10 am.

This report will be automatically sent to the heads of the concerned departments. Officers who go on official tour or field duty must select the ‘Out of Office Duty’ (OOD) option in the app. Their attendance will be confirmed by the concerned supervisory officer. Heads of departments will have to review the attendance reports daily through the ‘Kartavya’ dashboard and ensure appropriate disciplinary action against those who do not follow the rules.

According to government sources, this step has been taken with the aim of increasing transparency, accountability and efficiency in the functioning of the state government. For some time now, Chief Minister Shivkumar has been emphasizing on making the government machinery more active and responsive. The ‘Kartavya’ app was already in use in some departments, but has now been made mandatory at the entire state level.
