It is unbelievable that the co-chair, who was expected to conduct balanced and impartial conduct, chose to politicize this forum.” He said, ”Given the paucity of time, I would only like to say that the Union Territory of Jammu and Kashmir is entirely an internal matter of India. It has always been like this, is like this now and will always be like this in future.

Harish made this comment after Pakistan’s Permanent Representative to the United Nations, Ambassador Asim Iftikhar Ahmed, raised the issue of Jammu and Kashmir during his address at the meeting. The meeting was organized by the Permanent Missions of Pakistan and China to the United Nations. Pakistan is a non-permanent member of the United Nations Security Council (UNSC) for 2025 and 2026. India has consistently maintained that the entire Union Territory of Jammu and Kashmir and Ladakh are and will always remain an integral and inseparable part of the country. Relations between India and Pakistan remain tense over the Kashmir issue.

India’s strong and clear stand in the meeting

New Delhi has strongly rejected any third party mediation and maintains that Jammu and Kashmir is an internal matter of India. ‘Arria-Formula’ meetings are informal and confidential meetings at which Security Council members and invited participating countries can exchange views in a flexible arrangement. The format is named after Diego Arria, a former Venezuelan ambassador who introduced it in 1992.

Elaborating on the broader topic of discussion, Harish said that the UN Security Council has been entrusted with the responsibility of maintaining international peace and security and different mechanisms have been given in the UN Charter to deal with conflicts under Chapters Six and Seven. He said that the nature of these two chapters is different and their usefulness is also different in different circumstances.

Indian mission immediately stopped speaking

Harish said measures under Chapter 7 are intended to “maintain or restore international peace and security” in situations involving threats to the peace, breach of peace and aggressive action and their non-implementation could have “serious consequences”. He said Chapter Six is ​​”fundamentally different” and provides a range of options to deal with situations that could threaten international peace and security. He said the proposed methods that could be considered include dialogue, investigation, mediation and conciliation.

While considering these methods, the procedures already adopted by the concerned parties will also be taken into account. Harish said, “These measures have been prepared keeping in mind the current situation and are not valid forever. These should be reviewed according to the changing circumstances and context.” He said, ”Issues included in the agenda of the United Nations Security Council for decades provide important lessons in this regard. An example of this is the Palestine issue in which the formats of mediation have been constantly changing according to the changing circumstances of the conflict.

Harish said, “There is a clear case for reviewing the outdated arbitration formats. It is wrong to assume that any arbitration measure under Chapter VI will always be applicable.” India also said that as member states are reviewing the jurisdiction of the General Assembly under the ‘UN80’ initiative to enhance the efficiency of the United Nations, there is no reason to keep the jurisdiction of the Security Council out of such review.

India has been demanding permanent membership in the Security Council for a long time. It says the current structure of the 15-member council is outdated and does not adequately reflect contemporary global realities. New Delhi’s claim as a permanent member of the Security Council is getting support from many countries. The UN Security Council consists of five permanent members – China, France, Russia, Britain and the US – and 10 non-permanent members elected for a two-year term.
