CPA purchase scam case: FIR against two senior officers, ACB intensifies investigation after CM Rekha Gupta’s order

The scope of investigation has increased in the Central Procurement Agency (CPA) case related to the purchase of medicines and medical equipment in hospitals. After the arrest of the then in-charge Dr. Vinod Kumar Ranga in this case, an FIR has now been registered against two more senior officers. These include the then DGHS doctor Vatsala Agrawal and Deputy Controller Accounts Neeraj Chopra. This action is being taken following the orders of Chief Minister Rekha Gupta, under which a detailed investigation has been initiated into the procurement processes done through CPA. The investigation is being proceeded under Section 17A of the Prevention of Corruption Act, 1988. The matter is now being investigated by the Anti-Corruption Branch (ACB), which is deeply investigating the role and decision-making process of both the officers.

Doctors suspended

The investigation in the Central Procurement Agency (CPA) case related to the purchase of medicines and medical equipment in hospitals is continuously gaining momentum. Till now, the then in-charge Dr. Vinod Kumar Ranga and Dr. Vatsala Aggarwal have been suspended in this case, while Dr. Vinod Kumar Ranga has also been arrested by the Anti-Corruption Branch (ACB). Investigation into the matter is ongoing into alleged serious irregularities during the procurement process and allegations of causing loss to the government exchequer. Action is being taken regarding this entire episode under Section 17A of the Prevention of Corruption Act, 1988. Expanding the scope of investigation further, the then DGHS Dr Vatsala Aggarwal and Deputy Controller Accounts Neeraj Chopra have also come under the scanner. Taking this entire matter seriously, Chief Minister Rekha Gupta has given instructions for a fair, transparent and time-bound investigation. Besides, orders for regular review and monitoring of the case have also been issued.

CM’s strictness in CPA purchase matter

Chief Minister Rekha Gupta has taken a strict stand on this entire issue and made it clear that the security of every single penny of the public’s hard-earned money is the top priority of the government and misuse of public money will not be tolerated at any cost. According to sources, after the strictness of the Chief Minister, the investigating agencies are now deeply investigating the role of the then DGHS and the possibility of his arrest is not being ruled out. Till now, a total of three officers including Dr. Vinod Kumar Ranga and Dr. Vatsala Aggarwal have been suspended in this case. Meanwhile, Dr. Vinod Kumar Ranga has already been arrested by the Anti-Corruption Branch (ACB).

what is the whole matter

The procurement process of medical equipment and other materials in Delhi government hospitals is done through the Central Procurement Agency (CPA), which comes under the Directorate General of Health Services (DGHS). Many administrative and disciplinary actions have been taken so far in cases related to this system. According to the information, during the tenure of the then DGHS Dr. Vatsala Aggarwal, Vigilance raid was conducted on May 18. Three days later, on May 21, he was removed from the post.

He moved the Central Administrative Tribunal (CAT) against this action, where an interim stay on his transfer was granted. After this, a new order was issued on June 1 and he was transferred to GTB Hospital. On the same day, the Delhi government made large-scale administrative changes related to CPA and transferred 40 employees, which included doctors, paramedical and administrative staff. Also 12 medical officers were deployed in CPA. After this the action intensified and on June 9, Dr. Vatsala Aggarwal was suspended. On June 18, Dr. Vinod Kumar Ranga was arrested by ACB.
