Railway New Rule: A significant change is about to take place for millions of passengers travelling by Indian Railways. To strengthen ticket checking and ensure compliance, the Indian Railways has significantly increased the fines for travelling without a ticket. Under the new rules, which will come into effect on July 1, 2026, passengers may have to pay a much higher fine than before. Railway Penalty for Travelling Without a Ticket
Under the new railway rules, a minimum fine of ₹500 will be imposed for travelling without a ticket. Previously, the minimum fine for travelling without a ticket was ₹250, but as of July 1, it will increase to ₹500. This increased fine will also apply to passengers who travel without a ticket, use an incorrect ticket, or travel beyond the distance specified on their ticket. In such a situation, after the new rules are implemented, passengers will need to be more cautious when purchasing tickets and following travel rules.
This amendment has been made under Sections 137 and 138 of the Railway Act, 1989. The change has been implemented through the Public Trust (Amendment Provisions) Act, 2026. According to railway officials, the aim is to strengthen compliance with rules and make the ticket-checking system more effective.
Under the new rules, if a passenger travels without a valid ticket or beyond the distance specified on his ticket, he will have to pay a fine of Rs 500 along with the actual fare.
Only the fine amount has been increased by the Railways, but there has been no change in the maximum punishment. If found guilty under the Railway Act, the competent court can impose a jail term of up to 6 months, a fine of up to Rs 1000 or both. However, in most cases, the fine is first imposed by the authorised railway employee. If the passenger refuses to pay the fine, the matter can be brought to court.
Indian Railways has appealed to the passengers to always travel with valid tickets and to cooperate with the railway employees during ticket checking. Railways says that following the rules will not only save passengers from fines and legal action but also help make railway services better and more transparent.
