Who can buy property?
Under the new rules, foreign citizens, foreign companies, and certain other institutions will also be able to buy property in most areas of Saudi Arabia. People who are already living in Saudi Arabia can apply directly from their Iqama number. Those living outside Saudi Arabia will need to create their digital identity first. After this, they will be able to apply online.

Rules differ between Mecca and Medina.
