Modi government’s big step on birth-death certificate, new bill to be presented in Parliament today

Tezzbuzz Desk- The Central Government will introduce the Registration of Births and Deaths (Amendment) Bill, 2026 in the Lok Sabha today (July 29) during the monsoon session of Parliament. Union Home Minister Amit Shah will table this important bill in the House. The government says that the purpose of this amendment is to make the process of registration of births and deaths more transparent, digital and secure, so that fraud can be curbed and it can be easier for citizens to obtain certificates.

The biggest change in the new bill has been made regarding the rules for late birth and death registration. Along with this, there is also a plan to link birth and death records across the country to a centralized digital database, which will be linked to important documents like Aadhaar, voter list, ration card and passport.

Rules will be strict for late registration

According to the proposed bill, if registration of a birth or death is done with a delay of one to two years, then it will be mandatory to take permission from the District Magistrate (DM), Sub-Divisional Magistrate (SDM) or Executive Magistrate.

However, if there is a delay of more than two years in registration, the case will go before the Judicial Magistrate. The Judicial Magistrate will allow registration only after examining the facts and documents. The government believes that this will effectively stop the incidents of making fake birth or death certificates.

Verification and fees both mandatory

The Bill also provides that each case of late registration will be thoroughly verified. The concerned authorities will check all the documents and facts, only after which the certificate will be issued.

Apart from this, prescribed fee will also have to be paid for late registration. However, the amount of fee will be notified separately through rules to be made under this Act.

The entire process will be digital

The government is also taking big steps towards making the birth and death registration system completely digital. Under the proposed system, all birth and death records across the country will be stored in a central digital database.

This database will be linked to other government records including Aadhar card, voter list, ration card, passport. This will ease the exchange of information between different government departments and reduce the need to submit documents repeatedly for the same information.

Birth and death certificates will be available online

After the implementation of the new system, citizens will not have to make repeated visits to government offices to obtain birth and death certificates. The certificates will be made available online, making the entire process more simple and faster.

The government believes that the digital system will keep records safe, increase transparency and also make verification of documents easier.

Importance of birth certificate will increase

Under the proposed amendment, birth certificate can be used as a key document for many important purposes. This includes admission to school, getting a driving license, applying for government jobs and other administrative processes.

The government says that birth certificate is the first legal identity of a person and its role will become more important in future to avail the benefits of various government services and schemes.

Death certificate will also be an important document

As before, death certificate will remain mandatory for legal purposes like inheritance matters, insurance claims, pension benefits, property transfer, closing bank accounts and updating government records.

According to the government, certificates issued under the Registration of Births and Deaths Act, 1969 are considered legally valid proof of birth or death. Therefore, to maintain the credibility of these documents, it is necessary to make the registration system more robust and secure.

Government’s emphasis on stopping fraud

The government says that the main objective of the amended law is to bring transparency in the birth and death registration process, stop fake certificates and provide better services to the citizens by bringing all the records on a digital platform. If this bill is passed by the Parliament, the entire system of birth and death registration in the country will become more modern, digital and accountable.
