US Tariff Hike Threat: Bill to impose 100 percent tariff on India presented in US Parliament, these 5 countries buying Russian oil are the target

New Delhi. America has once again started preparations to tighten the noose on countries purchasing oil from Russia. A bill has been introduced in the US Senate, in which it is proposed to impose 100 percent tariff on five countries including India and China. It also includes Hungary, Slovakia and Azerbaijan.

According to the bill, up to 100 percent tariff can be imposed on goods coming from these countries. There is also a provision to impose new sanctions on Russia’s energy, financial and defense systems. Earlier, in the initial draft of the bill, there was a proposal to impose 500% tariff, but later it was reduced to 100%.

If this bill is passed, then for the first time America will impose tariffs on a country just because it is increasing its earnings by buying oil from Russia. The purpose of this step is to create economic pressure on Russia’s oil business and weaken its war fighting ability.

India bought a record 26.1 lakh barrels per day of crude oil from Russia in June 2026, which was 52.4 percent of the country’s total oil imports. This means that for every two barrels of oil imported into India last month, more than one barrel came from Russia. Russia continues to be India’s largest oil supplier. There was an increase of about 39 percent in oil imports from Russia in June as compared to May.

Under the bill presented in the Senate, 15 European countries have been exempted from the proposed 100 percent tariff. Relief has been given to these countries because they buy less than 15 percent natural gas from Russia and are gradually reducing their dependence on it.

Democratic Senator Richard Blumenthal said that this bill is not against European allies. Its target is only those countries which are still providing the most economic support to Russia’s oil business. The bill proposes to impose sanctions on Russia’s energy industry, financial institutions, defense industrial infrastructure, businessmen and even President Vladimir Putin.

Both parties support the bill to be tough on Russia

The anti-Russian tariff bill introduced in the Senate has received support from both Republican and Democrat parties. This is called ‘bipartisan bill’ in American politics. That is, a proposal on which both the ruling party and the opposition agree. Usually, many big bills in America get stuck due to political differences. But when both parties stand together on a bill, its chances of passing through Congress increase significantly. However, the bill will still have to be approved by both the Senate and the House of Representatives to become law. After this, it will become law only after getting the signature of the President.

The bill was introduced by late MP Lindsey Graham

This bill was first introduced by Republican Senator Lindsey Graham and Democratic Senator Richard Blumenthal in April 2025. So far, 26 senators have given their support to this bill and further support is expected to increase.

Lindsey Graham died on July 11. A day before his death, he had said during his visit to Ukraine that President Donald Trump had agreed to take this bill forward. Trump also said in the White House that this is in honor of Lindsay. This was their biggest issue and it has a good chance of becoming law. Senators from both Republican and Democrat parties were seen together in the press conference held in Capitol Hill. He called this bill a tribute to Graham.
