Time limit will be fixed for government services in Delhi, CM Rekha Gupta approves new service guarantee bill.

Taking a major step towards administrative reforms, the Delhi government led by Chief Minister Rekha Gupta has approved the ‘Delhi (Right of Citizen to Time Bound and Ease of Delivery of Services) Bill, 2026’. The government says that the objective of this new law is to provide government services to the citizens within the stipulated time frame, increase transparency, accountability and efficiency in service delivery. After the implementation of the proposed law, various government departments will have the responsibility to provide services within the stipulated time. The government believes that with this the common people will have to make less visits to government offices, administrative processes will be simpler and delivery of services will be faster.

The new bill will replace the Right to Service Act of 2011

According to the Delhi government, the ‘Delhi (Right of Citizens to Time Bound and Ease of Delivery of Services) Bill, 2026’ will replace the Right to Service Act of 2011 after its implementation. Giving information on social media platform X, the Chief Minister’s Office (CMO) said that this historic administrative reform will give the citizens the legal right to get government services within the stipulated time. According to the CMO, the new law will implement a modern and technology-based legal framework designed keeping citizens at the center.

Citizens will get the legal right to timely government services

Under the proposed ‘Delhi (Right of Citizen to Time Bound and Ease of Delivery of Services) Bill, 2026’, citizens will get the legal right to receive time bound government services. According to the government, after the implementation of this law, the entire process of government services will be end-to-end digital. With this, people will not have to visit government offices again and again and most of the services can be settled online and in a more transparent manner. The bill also has a provision for automatic escalation to ensure accountability. If there is a delay in disposal of any service beyond the prescribed time limit, the matter will automatically escalate to the concerned higher authority, so as to ensure timely action on the complaint or pending application.

There will also be provision for complaint redressal mechanism and fine.

The proposed ‘Delhi (Right of Citizen to Time Bound and Ease of Delivery of Services) Bill, 2026′ provides for an independent grievance redressal mechanism for speedy resolution of citizens’ complaints. Delhi Right to Service Commission will also be constituted under the bill. This commission will monitor the effective implementation of the law and ensure that various government departments provide services to the citizens within the stipulated time-frame. To ensure accountability of government officials, a provision for penalty has also been made in the bill. If citizens do not get timely service due to negligence or unnecessary delay of any officer, then action can be taken against the concerned officer as per rules.

The Delhi government says that the ‘Delhi (Right of Citizen to Time Bound and Ease of Delivery of Services) Bill, 2026’ has been prepared with the aim of promoting a completely transparent, technology-based and citizen-centric governance system. According to the government, this initiative is inspired by the spirit of ‘Service Hi Sankalp’ and will prove to be an important step towards the goal of ‘Developed Delhi’. The main objective of this bill is to ensure that all government services are provided legally within the stipulated time frame to the common citizens and business people. The Government believes that this will increase transparency, accountability and efficiency in the delivery of government services, while relieving people of unnecessary delays and visits to offices. Under the proposed law, the process of government services will be made end-to-end digital. Apart from this, provisions have also been made like automatically taking the matter to the higher authority if the time limit is not followed, independent grievance redressal mechanism, formation of Delhi Right to Service Commission and penalty on negligent officers.
