What are the important points in the official letter handed over to the Prime Minister?

Today, the agriculture sector and farmers of the country and Maharashtra are facing a serious crisis. Erratic rainfall, extreme rainfall, drought, water scarcity, inadequate irrigation and water management errors have seriously affected agriculture. But more worrisome is the administrative apathy, lapses in policies, failure in implementation of schemes and lack of effective management and accountability, which have left the farmers desperate.

On an average, a farmer commits suicide every three hours in Maharashtra and more than 2,700 farmers have lost their lives in a single year in Vidarbha and Marathwada regions. Unfortunately, government assistance of Rs 11 lakh meant for such affected families remains pending for years due to complicated eligibility criteria, verification process and administrative delays. Therefore, immediate digital verification of cases should ensure direct and immediate transfer of the assistance amount to the beneficiary’s account.

Although thousands of crores of rupees have been sanctioned for irrigation and drinking water schemes in the state, many important irrigation projects, including Jal Jeevan Mission, remain incomplete due to lack of planned implementation, administrative corruption, political interference and negligence of contractors. As a result, severe water scarcity persists in many areas, despite adequate water storage. Therefore, these projects should be immediately audited by an independent third party, strict action should be taken against those found guilty and clear administrative accountability should be set for timely completion of projects.

The central government announces the minimum support price (MSP) for 23 crops, but most farmers are unable to avail these prices due to non-opening of procurement centers in Maharashtra on time. Approximately 80-85% of the total government procurement under minimum base price in the country is for wheat and paddy in only 2-3 states, while only 5% to 12% of the produce of soybean, cotton, pulses and paddy farmers in Maharashtra is procured at government rates. As a result, farmers are forced to sell their produce to traders at 15 to 25 percent lower prices. For a permanent solution to this problem, it is not enough to announce a minimum base price (MSP); Legal guarantee of minimum support price to every farmer is essential.

The Pradhan Mantri Crop Insurance Scheme (PMFBY) was introduced with the aim of protecting farmers, but many farmers are deprived of its benefits due to implementation flaws. Insurance company surveyors fail to conduct timely inspections during crop losses. Lack of effective use of satellite-based technology hampers transparency in claims assessment. Lack of local offices hampers timely redressal of grievances. As a result, insurance claims are delayed for months. Therefore, surveying using geo-tagging and digital technology should be made mandatory. Penal action should be taken against delaying insurance companies and arrangements should be made to deposit compensation directly into farmers’ bank accounts within stipulated time.

An artificial shortage of fertilizers and seeds is created during the sowing season. Crop losses due to spurious seeds are increasing and prices of agricultural inputs have increased by 30-40 percent, making farming economically unviable. To counter this situation, strict action should be taken against sellers of spurious seeds and fertilizers and GST rate on agricultural inputs should be reduced.

In addition, legal guarantees of minimum support prices should be implemented for all crops at the national level. Given the increasing frequency of extreme rainfall, unseasonal rains and other natural calamities due to climate change, the existing norms of the National Disaster Response Fund (NDRF) should be revised and a national strategy should be formulated to provide immediate relief based on actual crop damage.

Sir, farmers don’t just want help, subsidy or loan waiver; They want fair remuneration for their labor and transparent and accountable administration. Besides, citizens should also be freed from water scarcity through effective implementation of water management and schemes. We humbly request you to consider these administrative and policy lapses seriously and direct the concerned departments to take necessary corrective and responsible action to strengthen the country’s food security and give the farmers a chance to live with dignity.
