Security agencies have initiated special surveillance of second-hand car dealer markets and have instructed all districts to thoroughly examine records related to the purchase and sale of used vehicles. In view of the Independence Day celebrations on August 15th, the Delhi Police has expanded its security strategy, adding a new dimension. This time, security arrangements are not limited to sensitive areas, crowded markets, and public places, but the network involved in the purchase and sale of used vehicles has also been brought under scrutiny. The Delhi Police has directed all districts to thoroughly examine documents and records related to the purchase and sale of used vehicles. Particular attention is being paid to cases where the vehicle transfer process is incomplete or transactions were made without proper documentation.
Verification drive to be conducted in every district
As part of strengthening security arrangements ahead of Independence Day, the Delhi Police has decided to launch a special verification drive of those involved in the second-hand vehicle trade across the capital. Police Headquarters has directed all district police units to conduct a comprehensive verification of second-hand car dealers, brokers, and vehicle dealers operating in their respective areas. According to officials, the identity of both parties buying and selling vehicles will be verified during the drive. Vehicle ownership documents, registration certificate (RC) transfer status, address verification, and other necessary records will also be verified.
Strategy formulated in security review meeting
In view of Independence Day, the Delhi Police has prepared a comprehensive strategy to further strengthen the security arrangements in the capital. In this regard, a high-level security review meeting chaired by Police Commissioner Anurag Kumar thoroughly reviewed security arrangements and potential threats. Special Commissioner of the Delhi Police Special Cell, Anil Shukla, gave a detailed presentation on the current security situation in the capital, sensitive areas, and potential security challenges. Officers were briefed on various security aspects and the need for increased vigilance ahead of Independence Day was emphasized.
During the review meeting, all district police officers were given clear instructions to thoroughly investigate records related to the second-hand vehicle trade, keeping in mind potential security risks. Police believe that irregularities related to vehicle purchase and sale could pose a challenge to security agencies, and therefore, special vigilance is being maintained in this area.
Lessons from the Red Fort Blast Investigation

Police officials believe that the flaws revealed in the investigation highlighted the importance of vehicle purchase and sale records. According to sources, an investigation last year revealed that the ownership of the allegedly used Hyundai i20 car had not been officially transferred, and the vehicle had been bought and sold between multiple individuals. This discrepancy between the documents and the actual user posed several challenges for investigating agencies.
Strict surveillance from Delhi’s borders to hotels and scrap markets
According to police officials, a multi-layered security system has been implemented in the national capital to ensure timely detection and immediate action on any suspicious activity. All district police units have been instructed to further tighten security measures in their respective areas. Checking of vehicles entering and leaving Delhi’s borders has been increased. Barricading, vehicle checking, and surveillance of suspicious individuals are being carried out at major entry points. Hotel and guest house operators have also been instructed to ensure verification of guest records.
Tenant verification campaigns have also been intensified to gather information about people living without identification and documents. Additionally, the activities of flea markets and scrap dealers are being closely monitored, as security agencies consider these areas to be sensitive. The Delhi Police maintains that no security measures will be taken before an event of national importance like Independence Day. To this end, regular checks and verification campaigns are being conducted at hotels, guest houses, vehicle markets, flea markets, and other sensitive locations.
