8th Pay Commission: Government’s big revelation in Rajya Sabha, know whether the Pay Commission will give any progress report?

There are many questions going on in the minds of the central employees and pensioners of the country regarding the 8th Pay Commission. Meanwhile, a very big and clear update has come out in the Parliament from the Finance Ministry. The government has made it clear that it is not at all necessary for the 8th Pay Commission to submit its progress report to the government. This important information has been put before the country through a written reply in the Rajya Sabha on Tuesday (July 28).

What information did the government give in Parliament?

Union Minister of State for Finance Pankaj Chaudhary, while giving a written reply to a question asked in the Rajya Sabha, said that there is no such obligation or condition in the rules of functioning (ToR) of the Commission that the Commission should keep continuously informing the government about its progress report, the recommendations being considered or its ongoing negotiation process during the deliberations.

8th Pay Commission is completely free to decide its own process

The Union Minister also clarified that under the Rules (ToR), the 8th Central Pay Commission has been given complete freedom to decide its own internal functioning and procedure. Let us tell you that the Central Government had issued an official resolution on 3 November 2025 last year regarding the formation of the 8th Central Pay Commission and its ‘Rules of Working’ (ToR). In this proposal it was clearly stated that the 8th Pay Commission would be completely independent in deciding its working procedure.

MP Javed Ali Khan had raised these big questions

In the Upper House of Parliament i.e. Rajya Sabha, MP Javed Ali Khan had asked many sharp and important questions related to the 8th Central Pay Commission (CPC). His questions mainly included:

• What are the complete details of the meetings held so far by the Eighth Central Pay Commission?
• What are the union-wise details of which employee unions have been negotiated and consulted so far?
• Have various employee unions made any demand for increasing the total number of family units including parents of employees from 3 to 5 while calculating the fitment factor for the 8th CPC? If yes, what are its full details and what is the reaction of the Commission or the Government on this?
• When will this Pay Commission submit its report to the government for consideration and implementation?

Answering all these questions, Minister of State for Finance Pankaj Chaudhary clarified that as per the resolution of the proposal of 3 November 2025, the Eighth Central Pay Commission will submit its final recommendations to the government within the next 18 months from the date of its formation.

Upcoming schedule of Pay Commission visits and portal information

A special dedicated portal has also been created by the government for all the latest updates and information related to the 8th CPC. Presently this pay panel is visiting different cities of the country and holding meetings with various stakeholders and employees. The schedule of upcoming tours is as follows:

• Chennai: Date of meeting – 8 September 2026 (Last date for submission of applications – 18 August 2026)
• Puducherry: Date of meeting – 9 September 2026 (Last date for submission of applications – 18 August 2026)
• Delhi: Date of meeting – 7th August and 10th August 2026 (Last date for submission of application – 31st July 2026)

The government has also made it clear that all the stakeholders who want to have a direct meeting with the Pay Commission members will have to book their appointment on or before the stipulated time. Along with this, they will also have to provide their “Unique Memo ID”, which is available after submitting their memorandum online on the official website of the Commission. The key stakeholders who met the pay panel mainly include various organizations, institutions of the Central Government and all recognized associations and unions who wish to hold discussions with the Commission.
